It is the intent of this chapter to establish uniform policies and procedures by which Borough-owned buildings, also known as "public buildings" or "municipal facilities," may be utilized by residents of the Borough of Mount Ephraim and, on an as-available basis, by groups and/or organizations that are nonresidents.
A. 
The Borough of Mount Ephraim hereby establishes certain policies and procedures regulating the private use of public buildings, entitled "Policy and Procedures for Rental of Municipal Facilities" and "Rules Governing Use of Municipal Facilities."
B. 
A copy of the "Policy and Procedures for Rental of Municipal Facilities," "Rules Governing Use of Municipal Facilities," and any other forms to be maintained by the Borough Clerk as required therein, including without limitation an application form and fee schedule, shall be maintained on file in the office of the Borough Clerk and shall be delivered to any individual, group or organization applying for permission to use a public building as set forth therein. Said documents also shall be available for inspection during regular business hours upon written request submitted to the Borough Clerk.
C. 
The form and content of the "Policy and Procedures for Rental of Municipal Facilities" and "Rules Governing Use of Municipal Facilities," and any and all other forms required to be maintained by the Borough Clerk as required therein, including without limitation an application form and fee schedule, shall be approved by resolution of the Board of Commissioners of the Borough of Mount Ephraim, and may be amended and/or supplemented from time to time in the same manner.
