The office of an Industrial Commissioner for the City of Hornell
is hereby created.
The Industrial Commissioner shall be appointed by the Mayor
and approved by the majority of members of the Common Council and
shall hold office until January 31, 1953, unless sooner removed by
the Mayor for any cause whatsoever. Thereafter the term of office
of said Industrial Commissioner shall be for one (1) year, and each
appointment shall expire on the 31st day of January following the
appointment.
A.
It shall be the duty of the Industrial Commissioner to make surveys
and inquiries into the industrial and business conditions in the City
of Hornell; to engage in and to cooperate with other civic bodies
in efforts to secure new industries for the City of Hornell; to contact
concerns interested in locating in the City of Hornell and to offer
them such inducements to locate here as may be approved by the Common
Council of the City of Hornell; to improve business conditions; and
to promote the general welfare by encouragement of methods and policies
designed to better industrial and business conditions of the city.
B.
The Industrial Commissioner shall have no power or authority to contract
debts or obligations for or against the City of Hornell.
