There shall be a Municipal Civil Service Commission consisting
of three members appointed by the Mayor in accordance with § 15-a
of the Civil Service Law. The Commission shall have all the powers
and shall perform all the duties of a Municipal Civil Service Commission
as prescribed by Article 2, Title B, of the Civil Service Law.
The City Council may, upon request of the Mayor, authorize the
appointment of, and may provide appropriations for, temporary advisory
boards and commissions in connection with any City department, function
or purpose. The members of all such advisory boards shall be appointed
by the Mayor, subject to approval of the Council, shall be non-officeholding
electors of the City, and shall serve without compensation. Each such
advisory board or commission shall consist of citizens from various
political parties so as to promote nonpartisan, responsible decision-making
in the best interests of the citizens of the City. Meetings, hearings
and work sessions of such boards or commissions shall be subject to
the New York State Open Meetings Law.
