From and after the date of the passage of this article, every
owner, operator or manager of any facility or structure in which persons
may occupy or reside within the Borough of Dallastown, including but
not limited to hotels, apartments, rooming houses, boardinghouses,
homes, mobile homes and trailers, shall, at the beginning of such
occupancy or residency by natural persons, notify the Borough Secretary
within 20 days from the date of such occupancy or residency of the
number and the names of such occupants or residents over 18 years
of age.

Any person or corporation charged with the duty of making such notification as set forth in § 188-12 of this article who shall fail to make such notification shall, upon conviction thereof, be punishable by a fine of not more than $600, plus costs of prosecution, and in default of payment of such fine and costs by imprisonment for not more than 30 days.
