No person shall uncover, connect with, make any opening into, or use, alter or disturb, in any manner, any sewer or the sewer system without first obtaining a permit, in writing, from the Borough Secretary. Such permit shall be issued to owners required to connect to a sewer by ordinance of the Borough, subject always to compliance with these rules and regulations and may be issued by the Borough Secretary to owners not so required to connect.
Application for a permit required under § 355-3 shall be made by the owner of the improved property to be served.
No person shall make or cause to be made a connection of any improved property with a sewer until such person shall have fulfilled each of the following conditions:
A. 
Such person shall have notified the Borough Secretary of the desire and intention to connect to a sewer.
B. 
Such person shall have applied for and obtained a permit as required by § 355-3.
C. 
Such person shall have given the Borough Secretary at least 24 hours' notice of the time when such connection will be made so that an employee of the sewage treatment plant may supervise and inspect the work of connection and necessary testing.
Except as otherwise provided in this § 355-6 each connection unit on each improved property shall be connected separately and independently with a sewer through a building sewer. Grouping of more than one connection unit on one building sewer shall not be permitted, except under special circumstances and for good sanitary reasons or other good cause shown, and then only after special permission of the Borough Secretary, in writing, shall have been secured.
All costs and expenses of construction of a building sewer and all costs and expenses of connection of a building sewer to a connection sewer or service lateral shall be borne by the owner of the improved property to be connected; and such owner shall indemnify and save harmless the Authority and Borough Council from all loss or damage that may be occasioned, directly or indirectly, as a result of construction of a building sewer or of connection of a building sewer to a sewer.
Materials for a building sewer, jointing materials and methods of installation shall be in accordance with requirements of Article III and shall be subject to approval of the Authority and Borough Council.
The permit required by § 355-3 shall be displayed prominently upon the improved property to be connected to a sewer at all times during construction of the building sewer and connection of the building sewer to a collection sewer.
A. 
A building sewer shall be connected to a collection sewer at the service lateral or at the place where the "Y" in the collection sewer is located. No person shall make a connection directly to or tamper with a collection sewer in any manner.
B. 
All work of making connections to any sewer shall be done under the personal supervision of the Borough's Engineer or his authorized agent, and shall conform to the following requirements:
C. 
Connections to the collection sewer where no branch or "Y" fitting has been previously provided shall be made with an approved saddle-type fitting properly installed and encased in a six-inch envelope of concrete extending completely around the barrel of the collection sewer pipe.
D. 
All joints shall be sealed and made airtight, and shall be made smooth and clean inside, with all sewers in proper alignment and of proper grade, so as to provide free flow of sewage matter without any obstructions, and to be made in accordance with the Authority's specifications for sanitary sewers. All work pertaining to the connection with a sewer shall be, financially and otherwise, the responsibility of the owner of the property with which connection is made, subject to the right of supervision hereby reserved by the Borough.
A. 
Connections to service laterals, if of the same pipe size, shall be made by property joining to the bell end of the service lateral provided. If cast iron pipe four inches in diameter is used, the connection shall be made with a standard adapting fitting of cast iron. This applies also to the connection of the house drain to the building sewer pipe. Projecting the smaller pipe into the larger and sealing will not be permitted.
B. 
Where a building sewer is made with pipe larger in diameter than the four inch service lateral provided, the building sewer shall be extended to the collection sewer and properly connected as specified herein.
