Every person operating a motor vehicle which is in any manner involved in an accident in which any person is either injured or killed or in which there is damage in excess of $1,000 to any one vehicle or other property shall report such accident within five calendar days to the Chief of Police and to the Registrar of Motor Vehicles in accordance with the provisions of MGL c. 90, § 26.
A. 
Handicap parking.
(1) 
Any person violating the provisions of MGL c. 40, § 22 by parking a vehicle in a parking space designated for handicap parking, other than a vehicle owned and driven by either a disabled veteran or a handicapped person and bearing the distinctive number plates issued by an agency identified in MGL c. 90, § 2 or a vehicle containing the special parking identification authorized by MGL c. 90, § 2, shall pay a penalty in accordance with the following schedule:
01. One hundred dollars for each offense.
(2) 
In accordance with the foregoing, specific parking spaces in the streets listed in Schedule No. 7 of these rules and regulations are hereby declared to be handicap parking spaces. Said Schedule No. 7 is hereby specifically incorporated into this section.[1]

B. 
Any person violating any provision of any rule, regulation or order regulating the parking of motor vehicles made by anybody authorized to make the same shall be dealt with as provided in MGL c. 90, § 20A or any acts in amendment thereof or in addition thereto, and any person violating any of the rules and regulations applicable to state highways made by the Commonwealth of Massachusetts, Department of Public Works, under authority of MGL c. 85, § 2 and acts in amendment thereof and in addition thereto, shall be subject to the penalty provided in said rules and regulations. A fine of $15 is established for each violation herein indicated:

Impeding snow removal.

All-night parking/winter ban.
04.
Double parking.
05.
Parking within 10 feet of a hydrant.
06.
Parking in the wrong direction.
07.
Obstructing a crosswalk or sidewalk.
08.
Obstructing driveway.
09.
Parking in a restricted or prohibited area.
10.
Parking within 20 feet of an intersection.
11.
Parking overtime in a one-hour parking area.
12.
Parking over one foot from a curb.
18.
Other.
20.
Improper operation of a bicycle.
22.
Littering on a public street.
23.
Littering on private property.
27.
Leaving less than a 10-foot-wide unobstructed lane.
29.
Blocking fire exit lane.
30.
Improper parking.
31.
Parking on a bridge or approach thereto.
32.
Advertising a vehicle for sale.
33.
Obstructing the flow of traffic.
34.
Parking outside marked parking lanes.
39.
Parking in a street-cleaning zone.
43.
Parking within 10 feet of a fire station.
45.
Parking alongside or opposite excavation site.
47.
Parking on the wrong side of the street.
48.
Parking in a tow zone.
49.
Parking within an intersection.
C. 
The fine for any violation herein listed shall not exceed $20 if paid before the Parking Clerk reports the violation to the Registrar. The fine for any violation herein listed shall not exceed $35 if paid thereafter.
D. 
Any person convicted of a violation of any other rule, regulation or order made hereunder, except as otherwise provided, shall be punished by a fine not to exceed $50 for each offense.
A. 
These rules and regulations are adopted with the intent that each of them shall have force and effect separately and independently of every other, except insofar as by express reference or necessary implication any rule or regulation or any part of any rule or regulation is made dependent upon another rule or regulation or part thereof.
B. 
All official signs, lights, markings, signal systems or devices erected or installed under prior rules and regulations and necessary to the enforcement of these rules and regulations shall be deemed to have been lawfully erected or installed hereunder, provided that the same were erected or installed with the permission and approval of the Massachusetts Department of Public Works.
C. 
Insofar as the same are necessary as aforesaid for the enforcement of these rules and regulations, they shall be deemed continuing hereunder, but in all other respects all prior rules and regulations and orders made by the Town for the regulation of vehicles are hereby expressly repealed. This repeal, however, shall not affect any punishment or penalty imposed or any complaint or prosecution pending at the time of the passage hereof for any offense committed under said prior rule, order or regulation hereby repealed, nor shall said repeal be effective unless and until these rules and regulations have been approved and published as required by law.
If any section, subsection, sentence, clause or phrase of these rules and regulations is for any reason determined to be unconstitutional, such decisions shall not affect the validity of the remaining portion of these rules and regulations. The Town hereby declares that it would have passed these rules and regulations and each section, subsection, sentence, clause or phrase thereof, regardless of any one or more section, subsection, sentence, clause or phrase being declared unconstitutional.
If any vehicle is found upon any street or highway in violation of any provision of these rules and regulations and/or Chapter 147, Handicapped Parking, of this Code and the identity of the driver cannot be determined, the owner or the person in whose name such a vehicle is registered shall be held prima facie responsible for such violations.
All previous traffic rules and regulations are rescinded with the passage of these traffic rules and regulations. These traffic rules and regulations shall become effective on December 17, 1990.
