A. 
Ramp permits:
(1) 
No person shall use any Trustee boat ramp unless such person has obtained a permit as prescribed by these rules and regulations.
(2) 
Ramps may be used by a freeholder, resident or taxpayer upon first applying for and obtaining an annual ramp permit, or three-year ramp permit, from the Town Trustees.

(3) 
Ramps may be used by a nonresident upon first applying and obtaining a nonresident annual permit, or three-year ramp permit, from the Town Trustees of the Town of Southampton.

(4) 
Ramps may be used by a commercial user upon first applying for and obtaining an annual or three-year commercial ramp permit from the Town Trustees of the Town of Southampton.

(5) 
Any person qualified as set forth above may obtain a permit for use of the Trustee ramps by making an application therefor and paying the fee. There shall be a fee (resident, nonresident, and commercial), established by resolution (see annual fee schedule), duly adopted by the Board of Trustees, for such permit.

(6) 
Such application shall be made in writing in the form prescribed by the Town Trustees and shall include, but not be limited to the following information:

(a) 
The applicant's name and date of birth.
(b) 
The applicant's residence, with street number, if any.
(c) 
The length of the applicant's residence in the Town of Southampton.
(d) 
The applicant's domicile outside the Town of Southampton.
(e) 
The applicant's real property owned in the Town of Southampton, with street number, if any.
(f) 
A description of the vehicle for which a boat ramp permit is sought, including the make, model, year and registration number. The applicant is also required to produce a valid registration for said vehicle.
(7) 
An annual boat ramp permit shall be valid for the calendar year in which it is issued; three-year permits shall expire on the second anniversary of the last day of the year of issue.

(8) 
Any noncommercial resident permit issued hereunder shall become void if the holder ceases to be a freeholder, resident or taxpayer.
(9) 
When a boat ramp permit application is accepted by the Town Trustees, a boat ramp sticker will be issued to the applicant. Such sticker shall be affixed to the vehicle on the rear window above the license plate, or on the driver's side vent window.
(10) 
Should the permittee change vehicles during the permit period, or require a replacement sticker, and notify the Town Trustees of a change of vehicle, the Town Trustees shall be authorized to issue a new or replacement sticker, identifying any change in the vehicle and registration number. There shall be a fee, established by resolution (see annual fee schedule), duly adopted by the Board of Trustees.

(11) 
The Town Trustees reserve the right to temporarily close any Trustee ramp during periods of severe beach erosion or for any other reason that they deem necessary. Signs will be posted in conspicuous access areas to advise the public of the location and duration of any temporary closure.

(12) 
No person shall display or use a Trustee ramp permit unless said permit properly applies to the vehicle owner's residency status at the time of said use and is displayed only on the vehicle for which it was issued.

(13) 
Any person to whom a permit has been issued who violates any provision of this subsection shall have said permit suspended pending a hearing determination, and thereafter revoked when it is legally determined that any subsection has been violated. If such violation is the first violation of this section, such person shall be eligible to apply for, purchase, and receive a new permit. A person shall not be eligible for issuance of a permit if he or she has twice violated the provisions of this section within one year from the date of application.

(14) 
The provisions of this section shall not apply to Town, county, or state employees or contractors working under the direction or supervision of the Town, or emergency vehicles.

(15) 
The application shall be filed in the Town Trustees' office.

(16) 
Any commercial user using a Trustee boat ramp or Trustee-owned facility shall be responsible for any damage caused to the facility by the commercial user's property and further agrees to indemnify and hold the Trustees harmless from any damage caused to the property of a third party resulting from that use.

(17) 
Commercial permit holders engaged in activities which will include the use of a Trustee-owned bulkhead or dock for a period of time in excess of two hours shall notify the office of the Trustees at least 24 hours in advance of the use, providing the office of the type of activity that will occur, identification of any vessel(s) that will be involved, and the amount of time the facility will be used.

B. 
Beach driving 4 x 4 permits:
(1) 
No person shall beach drive on Town beaches unless such person has obtained a permit as prescribed by these rules and regulations.
(2) 
Beach driving permits can be obtained by a freeholder, resident or taxpayer upon first applying for and obtaining an annual 4 x 4 permit from the Town Trustees. There shall be a fee, established by resolution (see annual fee schedule), duly adopted by the Board of Trustees, for such permit, and said permit shall expire the last day of the year of issue. Three-year permits shall expire on the second anniversary of the last day of the year of issue. There shall be a reduced fee for a freeholder, resident or taxpayer who is a senior citizen aged 62 or older on the date of application.

(3) 
4 x 4 beach driving permits may not be purchased by nonresidents.
(4) 
Any person qualified as set forth above may obtain a 4 x 4 permit by making an application therefor and paying the fee as set forth within the annual fee schedule.

(6) 
4 x 4 permits shall be valid for the calendar year in which it is issued. Three-year permits shall be valid for three calendar years, including the year in which it is issued.

(7) 
When a 4 x 4 permit application is accepted by the Town Trustees, a permit sticker will be issued to the applicant. Such sticker shall be affixed to the vehicle on the front bumper, driver's side.
(8) 
The application shall be filed in the Town Trustees' office.
A. 
Any transfer of ownership of the vehicle to any other person, partnership or corporation shall terminate the permit.
B. 
Should the permittee change vehicles during the permit period and notify the Town Trustees of a change of vehicle, the Town Trustees shall be authorized to issue a new sticker, identifying the change in the vehicle and registration number. There shall be a fee, established by resolution (see annual fee schedule), duly adopted by the Board of Trustees, for a new sticker. (The same fee shall apply to all instances in which a replacement sticker is issued.)

C. 
A permit is required for each vehicle using the ramp or 4 x 4 beach driving notwithstanding the fact that one person owns several vehicles.
