A Parks and Recreation Advisory Committee is hereby established in and for the Town of Southampton and shall function as an advisory board to the Superintendent of Parks and Recreation and the Town Board.
The Parks and Recreation Advisory Committee shall serve to accomplish the following purposes:
A. 
Advising the Superintendent of Parks and Recreation and the Town Board on the parks and recreational needs of the Town of Southampton and help steer implementation of the Recreation Plan and related elements of the Town Comprehensive Plan.
B. 
Making recommendations to the Superintendent of the Parks and Recreation Department and to the Town Board to effectuate improvements to Town of Southampton parks, facilities and recreational programming.
C. 
Encouraging community involvement by providing a forum for community members to address issues and concerns regarding parks and recreation in the Town of Southampton.
A. 
Composition. The Parks and Recreation Advisory Committee shall consist of nine members to serve, who shall be appointed by and serve at the pleasure of the Town Board. Members of the Parks and Recreation Advisory Committee shall be residents of the Town of Southampton and shall serve voluntarily, without compensation. Members of the Parks and Recreation Advisory Committee shall have diverse backgrounds and interests. To the extent practical, the Town Board shall ensure that the composition of the Parks and Recreation Advisory Committee be representative of the entire Southampton Town community both geographically and in terms of recreational interests.
B. 
Chair; Acting Chair. The Town Board will designate one member of the Parks and Recreation Advisory Committee to serve as Chairperson. The Parks and Recreation Advisory Committee may select an Acting Chairperson, to serve in the absence of the Chairperson.
C. 
Ex-officio members. The Superintendent of the Department of Parks and Recreation and a member of the Town Board shall also serve as ex-officio members of the Parks and Recreation Advisory Committee. The Board of Trustees of the Freeholders and Commonalty of Southampton Township may also designate a Trustee to serve as an ex-officio member of the Parks and Recreation Advisory Committee.
D. 
Terms of office.
(1) 
Following the adoption of this chapter, four of the nine members of the Parks and Recreation Advisory Committee first appointed by the Town Board shall be appointed for a term of one year from the date of their appointments. The remaining five members shall be appointed for a two-year term. Subsequent terms shall be two-year terms, which shall expire December 31.
(2) 
When vacancies occur, the Town Board shall appoint successors to serve the unexpired portion of the term of the predecessor, with subsequent terms being two-year terms.
E. 
Removal of Parks and Recreation Advisory Committee members.
(1) 
Members of the Parks and Recreation Advisory Committee may be removed for cause by the Town Board.
(2) 
In the event that any Parks and Recreation Advisory Committee member is absent from three regularly scheduled, consecutive Parks and Recreation Advisory Committee meetings, without previously advising the Superintendent of Parks or the Parks and Recreation Advisory Committee Chairperson, such member shall be removed from the Committee and the vacancy shall be filled by a successor.
A. 
The Parks and Recreation Advisory Committee shall meet at least bimonthly and at such other times that the Committee or the Superintendent of Parks and Recreation may determine are advisable.
B. 
Notice of the meetings shall be mailed to each member of the Parks and Recreation Advisory Committee and posted on the Town Clerk's signboard at least five days in advance of such meeting day, and all such meetings of the Parks and Recreation Advisory Committee shall be open to the public.
C. 
Administrative support for the Parks and Recreation Advisory Committee shall be provided by the Department of Parks and Recreation, which shall also perform records management, prepare minutes and agendas, and receive and distribute correspondence on behalf of the Committee.
D. 
The Parks and Recreation Advisory Committee shall provide a public forum at its meetings for community members to address issues and concerns regarding parks and recreation in the Town of Southampton.
The Parks and Recreation Advisory Committee shall advise and assist the Superintendent of Parks and Recreation and the Town Board in accomplishing the following tasks:
A. 
Research and develop innovative strategies for the funding of improvements to existing, and development of new, parks and recreational facilities and programs.
B. 
Provide advice with regard to potential expansion of the Town park and recreation system, including but not limited to park development, improvements, and increased utilization of parks, playgrounds and other recreational facilities.
C. 
Collaborate with community agencies, civic groups, school districts and other entities to foster development and implementation of recreational programs and cooperation and coordination between such groups.
D. 
Review and submit recommendations on any matters brought for consideration to the Parks and Recreation Advisory Committee, including but not limited to:
(1) 
Acquisition of future parkland.
(2) 
Recreational programming.
(3) 
Special projects and events.
(4) 
Budget items and concession contracts.
(5) 
Park/facility rules and regulations.
An annual report of the activities of the Parks and Recreation Advisory Committee shall be made available to the Town Board at the end of each calendar year and may be made part of the annual report prepared by the Town of Southampton Department of Parks and Recreation.
