As used in this Part, the following terms have the meaning indicated
unless a different meaning clearly appears from the context.
OWNER
Any person having a right of property in any cat or having
custody of any cat, or any person who harbors or permits a cat to
remain on or around his or her property.
RUNNING AT LARGE
Being upon any public highway, street, alley, park or any
other public land, or upon property of another person or entity other
than the owner's property and not being accompanied by or under
the control of the owner or any other person having custody of said
cat.

It shall be unlawful for the owner of any cat or cats to allow
or permit such cat or cats to run at large in the Borough of Watsontown.

Any police officer or Animal Control Officer may seize any cat
found to be running at large in the Borough of Watsontown. Such cats
are to be impounded in an appropriate facility. If the cat so apprehended
bears any identification of ownership, the Animal Control Officer,
police officer or Codes Enforcement Officer shall notify the owner
that the animal has been apprehended and that it may be claimed at
a designated location subject to the provisions of this Part. Any
cat may be claimed by its owner at the facility where the cat has
been impounded during the custodial period. The owner shall pay all
costs for the care, maintenance and disposal of said cat at the prevailing
rate. Any cat which has been seized pursuant to this Part and which
has not been reclaimed during a forty-eight-hour custodial period
may be disposed of in a humane manner in accordance with the standards
generally followed by the Humane Society or as provided by a veterinarian
service.

The first two times a cat is seized, the owner shall pay a fine
of $15 per occurrence to the Borough of Watsontown as well as reasonable
fees for keeping the animal in an appropriate facility. Any person
allowing an animal to run at large a third time in violation of this
Part shall, upon conviction thereof, be sentenced to pay a fine of
not more than $600 and/or to imprisonment for a term not to exceed
30 days.

An Animal Control Officer shall be appointed by the Borough
Council from time to time. Such officer shall have the power and responsibility
for the enforcement of this Part. The Codes Enforcement Officer or
police officers of the Borough of Watsontown shall also have the power
for the enforcement of this Part.
