It shall be unlawful for any person to place, deposit, or permit
to be deposited in any unsanitary manner on public or private property
within the Borough or in any area under the jurisdiction of said Borough,
any human or animal excrement, garbage, or other objectionable waste.

It shall be unlawful to discharge without an NPDES permit to
any natural outlet within the Borough or in any area under its jurisdiction.
Wastewater discharges to the Borough's wastewater facilities
are not authorized unless approved by Manager in accordance with provisions
of this chapter.

Except as provided in this chapter, it shall be unlawful to
construct or maintain any privy, privy vault, septic tank, cesspool,
or other facility intended or used for the disposal of wastewater.

The owner of any house, building, or property which is used
for human occupancy, employment, recreation, or other purposes, under
the jurisdiction of this chapter, and abutting on any street, alley,
or rights-of-way in which there is or may be located at the owner's
expense to install suitable toilet facilities therein, and to connect
such facilities directly to the proper sewer in accordance with the
provisions of this chapter, within 90 days after date of official
notice to do so provided that the proper wastewater sewer is within
100 feet (30.48 meters) of the property line. This section shall not
apply to any person served by a privately constructed, owned, operated,
and maintained wastewater sewer and wastewater treatment facility
which discharges directly to a natural outlet in accordance with the
provisions of this chapter and applicable state and federal laws.
