Charges and fees for the use of the public wastewater facilities
shall be based upon rates established by the Borough Council, or contractual
obligations for a level of use in excess of current actual use. Property
value may be used to collect the amount due as permitted by federal
law.

Users of the Borough's wastewater facilities may also be
assessed industrial cost recovery charges as required by federal law.
