The purpose of this Part 6 is to enhance the Watsontown Borough 9-1-1/Emergency Communications System by providing for a uniform Borough-wide addressing system with respect to the naming of streets and roadways and the fabricating, erecting and maintaining of street name signs; establishing address posting requirements and enforcement procedures; assigning street or house numbers to all residences and principal buildings and businesses; and assisting fire, rescue, ambulance companies, law enforcement agencies, the United States Postal Service, and the public in the timely and efficient provision of services to residents and businesses of Watsontown Borough, Northumberland County, Pennsylvania.

The Borough Council shall appoint an agent of the Borough to be responsible for the implementation, administration, and enforcement of this Part 6.

The agent so appointed shall assign street names as indicated by the Watsontown Borough Council or such other party as shall be authorized by law, and also building or house numbers in accordance with the rules and regulations set forth and described in the Union County Street Naming and Addressing Policy attached hereto, made a part hereof and marked "Appendix A."[1]

Whenever the agent has reason to believe that a provision of this Part 6 has been violated, said agent, or his/her designee, shall give written notice of such violation to the person or party responsible for the violation and order such person or party to correct or abate the violation within 30 days from the date of notification. If such person or party then fails, neglects, or refuses to obey such order, the agent, or his/her designee, may cause such person or party to be prosecuted as provided in § 21-605 of this Part 6 or institute any appropriate civil action to correct, abate or otherwise enjoin the violation.

Any person or party who shall violate any provision of this Part 6 shall, upon conviction thereof in a summary proceeding before a Magisterial District Judge, be sentenced to pay a fine of not more than $300 for each offense, together with the costs of prosecution, or be imprisoned for a period not to exceed 30 days, or both. Each day that a violation continues after due notice thereof has been served in accordance with § 21-604 of this Part 6 shall constitute a separate offense.
