No person shall perform any maintenance or repairs
on any motor vehicle of any nature whatsoever on the streets of the
Village, except to jump-start a car, to replace a flat tire or to
tow that motor vehicle to another location.

A. The commercial repair or maintenance of motor vehicles in yards or
buildings shall be permitted only where registered by the New York
State Department of Motor Vehicles.
B. The individual engaged in such commercial repair or maintenance of
motor vehicles, the individual's employer, if any, and the owner
of the premises at which the prohibited activity occurs shall all
be guilty of a violation.
C. The following shall give rise to a rebuttable presumption that the
commercial repair or maintenance of motor vehicles has occurred in
a yard or building on the date observed:
(1) Two or more motor vehicles with repairs or maintenance in progress;
(2) Storage of equipment, tools and supplies of a type, and in an amount,
customarily used in the commercial repair or maintenance of motor
vehicles;
(3) Signs or advertising of commercial repair or maintenance of motor
vehicles at such location.
D. A separate violation shall be deemed to have occurred on each day
that a violation of this section continues.

The penalties for violations of the provisions of this chapter
shall be established by resolution of the Board of Trustees.
