Unless specified otherwise in the bid documents, any protest
to the recommendation of the Director of Procurement shall be provided
in writing to the Director of Procurement for review no later than
5:00 p.m. on the fifth day following the public notice of recommendation
or award of contract, whichever may come first. No hearing will be
held on any protest; evaluation of the protest will be made by the
Director of Procurement and the Chief Administrative Officer solely
upon the written information provided.
