In response to the increasing problem of solid waste disposal, the State of Connecticut has mandated that each town in the state reduce its solid waste stream by 25%. To that end, certain items have been identified by the state and the Town for mandatory recycling. The items, as defined in the Connecticut General Statutes, are set forth in the definition of "recyclable materials" in §
286-11.
As used in this article, the following terms shall have the
meanings indicated:
BULKY WASTE
Furniture (wooden, plastic or metal), appliances, metal items,
tanks, furnaces, hot water heaters, large plastic items, porcelain
items, brush, demolition or remodeling debris (excluding asbestos,
radioactive materials, and hazardous waste), masonry, rock, rugs,
car parts, batteries, tires, stumps, logs, wood scraps, clothing,
computers and electronics.
CONSTRUCTION WASTE
Solid waste from residential, commercial and industrial sources,
land-clearing debris, demolition debris, and scrap metal, excluding
solid waste consisting of significant quantities of septic waste and
hazardous waste as defined in Connecticut General Statutes § 22a-115.
RECYCLABLE MATERIALS
Items A through K below are designated recyclable materials.
However, established markets for recycling of all of the recyclable
materials may not be available. Consequently, the Public Works Department
may designate the recyclable materials to be collected in the Town
of Suffield.
A.
CARDBOARDCorrugated boxes and similar corrugated materials which have a minimum of contamination by food or other materials.
C.
METAL FOOD AND BEVERAGE CONTAINERS AND ALUMINUM FOILAny aluminum, bimetal, steel, tin-plated, or other metallic can up to one gallon in size, any plate, or tray of any size or shape used to package food products suitable for human or animal consumption, which has a minimum of contamination by food or other materials.

ASEPTIC PACKAGINGGable top, plastic-coated paper containers, cartons, or juice boxes up to one gallon in size used to package food or drink products suitable for human or animal consumption
F.
PLASTICAny plastic containers marked No. 1, up to three liters in size, or No. 2, up to one gallon in size, except any containers previously containing automotive fluids or medications.
H.
SCRAP METALUsed or discarded items which consist predominately of ferrous metals, aluminum, brass, copper, lead, chromium, tin, nickel, or alloys thereof, including, but not limited to, white goods (appliances).
I.
STORAGE BATTERIESLead acid batteries or other batteries used in motor vehicles such as automobiles, airplanes, boats, recreational vehicles, tractors, and like applications.
J.
OFFICE PAPERUsed or discarded high-grade white paper and manila paper, including, but not limited to, paper utilized for file folders, tab cards, writing, typing, printing, computer printing, and photocopying, which is suitable for recycling and which has a minimum of contamination.
REFUSE
All solid waste of the Town, including, but not limited to,
all garbage, ashes, trade wastes, salvageable trade wastes, papers,
cardboard, plastics, metal cans, glass bottles, garden and lawn refuse,
packaging material, furniture, bedding, rubber and leather. Refuse
shall not include body wastes, septic waste or hazardous waste, bulky
waste or recyclables.
REFUSE HAULER
Includes any person, firm or corporation authorized by the
Board of Selectmen to engage in the business of collecting, transporting
and disposing of refuse and solid waste, including recyclable materials,
within the Town.
All refuse accumulated in the Town shall be collected, conveyed and disposed of by persons licensed by the State of Connecticut in accordance with Article
II of this chapter.
Fees for the disposal of recyclable material at the Town Landfill, if any, shall be established by the Public Works Department and approved by the Board of Selectmen by regulation from time to time in accordance with Article
II of this chapter.
The Public Works Department may promulgate additional rules
regarding all collection and disposal procedures from time to time
and after notice and hearing, as it deems proper, but such rules shall
not be inconsistent with this article.

Any person violating the terms of this article shall be fined
not more than the maximum amount authorized by the Connecticut General
Statutes, in addition to any other penalty imposed hereunder. Recyclables
placed out for collection not in accordance with this article and
said regulations, upon the recommendation by the Public Works Department
and Board of Selectmen, may not be collected by the hauler.

Violations of this article shall be investigated by the Suffield
Police Department.
