A. Classifications. The classification of Police Officers
shall be as follows:

Police Officer, Class II;
5.
Police Officer, probationary.
B. Appointment To Class II. No person shall be appointed a
Police Officer Class II who has not completed at least six (6) months'
experience as a probationary Police Officer.
C. Appointment Of Class I. No person shall be appointed a
Police Officer Class I who has not completed at least six (6) months'
experience as a Class II Police Officer.
D. Appointment Of Sergeant. No person shall be appointed Police
Sergeant who has not completed two (2) years of law enforcement experience.
E. Appointment To Lieutenant. No person shall be appointed
to police Lieutenant unless, prior to the appointment, he/she has
held the rank of Class I Police Officer or Police Sergeant and has
a minimum of two (2) years' full-time police experience.

The Mayor and City Council shall designate, at the time of appointment,
the class to which each Police Officer shall be appointed, but if,
in the discretion of the Mayor and a majority of the City Council,
a lower or subordinate class of appointment is desired, then such
appointment can be made irrespective of the qualifications and training
of the applicant.

The Mayor, with the advice and consent of a majority of the
City Council, shall appoint the Chief of Police and the Assistant
Chief of Police.

The Chief of Police shall recommend one (1) person for each
opening in the Police Department for regular Police Officers to the
City Administrator.

A. Before entering into his or her duties, each regular and
each reserve Police Officer shall take an oath administered by the
City Clerk that he/she will uphold the Constitution of the United
States, State of Missouri, the laws of the State, and the ordinances
of the City, and will faithfully demean himself in the performance
of his or her duties.

A "regular Police Officer" shall be defined as
follows: A salaried, full-time law enforcement officer and member
of the Police Department of the City.

A "reserve officer" shall be defined as follows:
A nonsalaried, volunteer, part-time law enforcement officer and member
of the Police Department of the City.

After his or her initial appointment to the police
force, an officer shall serve a six-month probationary period. This
probationary period, or working test period, shall be regarded as
an integral part of the examination process and shall be utilized
for closely observing the officer's work and for rejecting any
officer whose performance does not meet the required work standards.
A review of the officer's work shall be made before expiration
of the probationary period.

The Chief of Police shall have authority to suspend, with or
without pay and/or benefits, for a definite period of time, any officer
of the Police Department for cause. The Chief of Police shall provide
the aggrieved officer with a written statement of cause for the action.

The Chief of Police shall have the authority to recommend the
discharge and demotion of any officer of the Police Department for
cause, but the aggrieved Police Officer shall be granted the right
of appeal in advance of the recommended discipline. The Chief of Police
may suspend the officer, with or without pay and/or benefits, pending
the final decision of the Police Personnel Board.

Persons holding positions in the classified service shall not
be discriminated against in any way because of their political or
religious beliefs, or opinions, or affiliations, or because of their
exercise of the right to vote as they may please.

All Police Officers shall be uniformly dressed in the uniform
described by the Chief of Police and approved by the City Council,
and shall wear such uniform at all times while upon duty.

There is hereby created and established a Policemen's Advisory
Committee.

The Policemen's Advisory Committee shall be composed of three
(3) Police Officers, one of whom shall be a Sergeant and two (2) of
whom shall be regular Police Officers below the rank of Sergeant.

The members of the Policemen's Advisory Committee shall be elected
by the popular vote of all the Police Officers of the City holding
the rank of Lieutenant or below. The members of the Committee shall
be elected annually, and the Personnel Board shall have charge of
the conduct of such annual election.

If a vacancy should occur on the Policemen's Advisory Committee,
a new member shall be elected in the same manner as members are elected
at the annual election, but such successor member shall serve only
for the duration of his or her predecessor's unserved term.

A. The Policemen's Advisory Committee shall function within
the Police Department and shall consider all grievances arising as
a result of disciplinary action in the following manner:
1.
Hearing. The aggrieved officer shall apply for
a hearing before this Committee within twenty-four (24) hours of the
action causing the grievance.
2.
Investigation. The Committee shall immediately
investigate the matter as completely as possible and shall consult
with the Chief of Police and the aggrieved officer and seek to resolve
the matter within the Department.

The Policemen's Advisory Committee shall hear any complaints
by Police Officers and seek to resolve the situation between the Chief
of Police and the complaining officer. If, in the opinion of the Committee,
a complaint is justified and the Committee is unable to resolve the
problem with the Chief, it may request a hearing with the City Administrator
to discuss the matter.
