The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.
The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

A. 
No motor vehicle shall be operated or moved upon the public streets or alleys of the City at a speed in excess of twenty-five (25) miles per hour, unless a different speed limit is otherwise lawfully posted, in which case it shall be unlawful to operate a motor vehicle at a speed in excess of the posted limit.
B. 
Any speed of a vehicle in excess of twenty-five (25) miles per hour, except where otherwise posted, which shall never be conclusive nor have the effect of shifting the burden of proof, shall be considered prima facie evidence of driving at a rate of speed which is not reasonable, careful, prudent and lawful.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Schedule I at a rate of speed in excess of that speed limit set for such portions of the roadways by said Schedule.[1]

At such points of hazard which the City Council shall have declared to be critical zones of hazard, a speed of fifteen (15) miles per hour shall apply as a maximum driving speed.

No fifteen (15) miles per hour speed zones shall be placed on any state or federal marked highways except where approval has been granted by the proper officials of the Missouri State Highway Department.

The driver of every vehicle shall drive at an appropriate reduced speed when approaching and crossing an intersection, when approaching and proceeding around a curve or right angle turn, when approaching a hillcrest, when traveling upon any narrow or winding roadway, when emerging from any alley upon a sidewalk or roadway, and when special hazards exist with respect to pedestrians or other traffic or by reason of weather or highway and street conditions.

A. 
When school or pedestrian crossing stop signs or markings are in place and clearly visible to the reasonably observant driver, every driver of a vehicle shall come to a complete stop and then proceed at fifteen (15) miles per hour for one block or such farther distance if a hazard is apparent, before resuming the posted speed.
B. 
Where school zone signs, markings or devices are posted or marked, every person driving a vehicle shall slow down, observing all regulations relating to pedestrian traffic.
C. 
Noncompliance and disregard of the provisions of this section shall be deemed careless and reckless driving and a violation of this Code.

A. 
No person shall operate a motor vehicle in the City so as to engage in the act of drag racing.
B. 
For the purpose of this Section, the term "drag racing" means the act of two (2) or more individuals competing or racing on any street, highway or other place open to the public in the City in a situation in which one of the motor vehicles is beside or to the rear of a motor vehicle operated by a competing driver and the one (1) driver attempts to prevent the competing driver from passing or overtaking him.

No person shall operate a motor vehicle in the City at a rate of acceleration greater than is reasonably necessary to safely enter the existing flow of traffic or obtain the maximum speed limit. Tire friction marks or squealing of tires shall be evidence of such excessive acceleration.
