For the purpose of this Chapter, the emergency snow routes designated in Section 390.010 are divided into two (2) areas. Area I shall comprise the area bounded by Marion and Salt Pond, Odell and Marion, Odell and Morgan, and Morgan and Salt Pond. All other snow routes shall be declared to be in Area II.

After declaration of an emergency as so declared by the Director of Municipal Services by radio news announcements declaring such emergency and within the time set in such declaration of an emergency, no motor vehicle shall be allowed to be parked on those streets designated as Area I between the hours of 10:00 P.M. and 6:00 A.M. and on those streets designated as Area II between the hours of 9:00 A.M. and 5:00 P.M. The "no parking" restrictions shall remain in full force and effect until a declaration is made by the Director of Municipal Services declaring the emergency to be at an end.

Within a period of two (2) hours after the first radio news announcement declaring a snow emergency to exist, every effort will be made through the cooperation of the Director of Municipal Services and the City Police Department to notify the owner or owners of illegally parked vehicles that their vehicles are so illegally parked; but after such two-hour period, any illegally parked vehicle shall be automatically towed from the area where it is so parked on order of the Director of Municipal Services; a record filed in the police department as to the location of said towed vehicle; and the owner or owners may recover said vehicles by payment of the towing charges. The owner or owners of such illegally parked vehicles may also be subject to a fine as provided under the ordinances of the City.

Signs shall be placed at strategic locations on each of the emergency snow routes designated in Section 390.010 indicating that the street is an emergency snow route.

A. 
No person shall place, cause to be placed or permit to be placed any snow or ice upon any street, road or sidewalk within the City.
B. 
No person shall place, cause to be placed or permit to be placed any snow or ice upon any public or private property adjacent to or separate from the property from which the snow is removed without the express written consent of the owner of the adjacent or separate property.
C. 
No person shall place, cause to be placed or permit to be placed any snow or ice which obstructs or impedes the sight distance triangle described in Section 510.310(E). The owners, tenants and occupants of the property from which snow or ice is removed, as well as any person who caused the snow or ice to be removed, shall be responsible for compliance with the terms of this Section. This Section shall not apply to those areas within Area I as designated in Section 390.020.
