1. 
It shall be the duty of the owners of lots of ground situate or bounded on any street or public thoroughfares within the limits of the Borough of Watsontown, as now or hereafter fixed, to lay or repair, within 30 days after notice (as hereinafter set forth) to do so, all curbs in front of their lot of ground according to the following regulations.
A. 
All curbs on streets or thoroughfares of the Borough shall be concrete, cement or granolithic approved by the Street Committee, and shall be made, laid, repaired and maintained according to the slopes, grades and lines ordained and adopted by the Council or given by the Borough Engineer and approved by the Council.
B. 
All curbs shall be at least 18 inches in depth and six inches thick.
C. 
At corners and such other places as special emergencies may require, a change of grade, slope width or lines may be made by the Street Committee, and, if approved by Council, have the same force and effect as herein specifically mentioned.

All curbs shall at all times be kept in good repair, free from snow, ice, grass, weeds and other obstructions interfering with the free and full use of the same and be maintained in a safe and sanitary condition. Failure to comply with this section will make owners liable to a fine of not less than $3 or more than $10, to be recovered for the use of the Borough before any Magisterial District Judge of said Borough as fines of like amount are now by law recoverable, the same to be paid into the Borough Treasury, and said work shall be done and the costs and penalties collected as provided in § 21-204 of this Part 2.

Curbs not laid in accordance with the provisions of this Part 2 are hereby declared to be nuisances and must be taken up and relaid according to the provisions of this Part 2 within 30 days' notice by the Mayor and, upon failure to do so, the owners thereof shall be liable to a fine of not less than $10 and not more than $25 to be collected for the use of said Borough as fines of like amount are now by law recoverable, before the Magisterial District Judge of the Borough, the same to be paid into the Borough Treasury, and said curbs shall be laid or made and the costs and penalties collected as provided in § 21-204 of this Part 2.

Should any owners of lots situate and bounded as aforesaid refuse or neglect to comply with the provisions of §§ 20-201, 20-202, 20-203 of this Part 2, the Mayor is hereby authorized, directed and required to cause said improvements to be made and done and collect the costs thereof with penalties according to the Acts of Assembly in such cases made and provided.

It shall be unlawful for any person or persons, business or corporation to drive or operate, or cause to be driven or operated, any truck or other vehicle up-over and across curbs adjoining any streets or thoroughfares in the Borough of Watsontown without first placing and installing suitable and proper curb blocks, in the nature of ramps, on the street adjoining said curbs.

Any person or persons, business or corporation violating the terms of this Part 2 shall be guilty upon conviction thereof before a Magisterial District Judge in the County of Northumberland and subject to the payment of a fine not to exceed $600 together with costs of prosecution, and, in default of the payment of same, shall be imprisoned in the Northumberland County Prison for a period not to exceed 30 days; and any business or corporation which shall allow the provisions of this Part 2 to be violated shall be subject to a penalty not to exceed $600 to be recovered, with costs, the same as debts of like amount are recoverable by law.
