There is hereby established a board of directors to be known
as the "Park Board."

The Park Board shall consist of nine (9) citizens who shall
reside in the City and who shall not be members of the City government.

The Mayor, with the approval of the City Council, shall before
the first day of June of each year appoint three (3) members of the
Park Board who shall hold office for a term of three (3) years and
until their successors are appointed.

The members of the Park Board shall receive no compensation
for the performance of their duties.

All vacancies on the Park Board shall be reported to the City
Council and thereafter the Mayor, with the approval of the City Council,
shall appoint a qualified citizen to fill such vacancy.

The Mayor, by and with the consent of the City Council, may
remove from office any member of the Park Board for misconduct or
neglect of duty.

The Park Board shall annually elect from its members a president and such other officers as it deems necessary. Such organizational meeting for the purpose of electing such officers shall take place at the first meeting after the three (3) annually appointed members, as provided in Section
135.130 take office.

All moneys received for the park shall be deposited in the City
treasury to the credit of the park fund and shall be kept separate
and apart from the moneys of the City. All moneys expended shall be
drawn upon by the proper officers of the City upon the properly authenticated
vouchers of the Park Board.

The Park Board shall make, on or before the second Monday in
November of each year a report to the City Council, containing such
information as the City Council shall require.
