A. The following grades or classifications shall register with the Plumbing
Board of Examiners:

A. The annual fee for examination and/or license in the grades herein
listed are:
1.
Master plumber: fifty dollars ($50.00).
2.
Journeyman plumber: ten dollars ($10.00).

Applicants shall appear at such time and place as the Board of Plumbing Examiners may designate and shall undergo such examinations as the Board may direct to establish the competence and qualifications of the applicant. Any applicant who fails to pass the examinations prescribed by the Board of Plumbing Examiners may apply for reexamination after the expiration of sixty (60) days. An examination fee in the amount of fifty dollars ($50.00), or such sum as specified in the City's fee schedule, as may be amended from time to time, shall be paid by the applicant for each reexamination. An applicant who passes the examination shall then also pay the license fee as set forth in Section
500.360 of this Division to obtain a license, or such sum as specified in the City's fee schedule, as may be amended from time to time.

Before the issuance of a certificate of competency to a master plumber, he/she shall file with the City Clerk a surety bond for the sum of one thousand dollars ($1,000.00) or as such as may be approved by the City Counselor and City Council, conditioned that he/she will indemnify and keep harmless the City from all liability, from any accidents and damages arising from negligence or unskillfulness, in doing or protecting his/her work or from any unfaithful or inadequate work done in pursuance of his/her license, and that he/she will also restore the street, sidewalk or pavement and fill all excavations in accordance with the requirements as set forth in Article
VI of Chapter
26; and that he/she will indemnify and keep the City harmless from any damage suffered by his/her failure to do and keep and maintain them in good repair to the satisfaction of the City Council for the period of ninety (90) days and that he/she will pay all fines imposed upon him/her for the violation of any rule or regulation adopted by the City and in force during the term of his/her license, and that he/she will pay all fees set forth in this Division.

All licenses issued by the Board of Plumbing Examiners shall expire on the first day of March following the date of issue. Said licenses may be renewed upon payment of the fees provided in Section
500.360 on or before March 31 of each year. Expired licenses may be renewed upon payment of an additional fee of ten percent (10%) per month for each month, or part of a month, following March 31 of the year of expiration.

The Board of Plumbing Examiners may revoke any license if obtained
through nondisclosure, misstatement, or misrepresentation of a material
fact, or if a penalty has been imposed upon the licensee under this
Article. Before a license may be revoked, the licensee shall have
notice in writing, enumerating the charges against him/her, and be
entitled to a hearing by the Board not sooner than five (5) days from
receipt of the notice. The licensee shall be given an opportunity
to present testimony, oral or written, and shall have the right of
cross-examination. All testimony shall be given under oath. The Board
shall have power to administer oaths, issue subpoenas, and compel
the attendance of witnesses. The decision of the Board shall be based
upon the evidence produced at the hearing and made part of the record
thereof. The City Engineer, or his/her duly authorized representative,
shall transmit a written report of the hearing to the Mayor for transmittal
to the City Council. A person whose license has been revoked shall
not be permitted to apply for renewal within one (1) year from date
of revocation.

No licensee under this Division shall enter into an agreement
with, or sublet any work to a person not licensed for such work under
the provisions of this Division. No deviation from the work as described
in the permit shall be made without the permission of the Building
Official, and any work in addition to work authorized by the permit
shall require a supplementary permit.

All installations of the plumbing in any building or structure
in the City shall be under the general supervision of a master plumber
and the direct charge of a journeyman plumber. Apprentice plumbers
may be used on installations, provided licensed journeyman plumbers
are employed on such installations, full time, to assure proper and
accurate work as prescribed by this Article.
