The Board of Selectmen may declare any sewer laid in any land, street or way, public or private, opened or proposed to be opened for public travel, to be a common sewer and the same shall not be laid or connected with any existing common sewer except by the Town officials authorized by law to lay and maintain common sewers.
The Board of Health may make and enforce regulations for the public health and safety relative to house drainage and its connections with sewers, if a public sewer abuts the estate to be drained.
A. 
No person shall enter his drain into any common sewer without a written license from the Board of Selectmen, and any person entering under such license shall comply with such rules and regulations as to material and construction as the Board of Selectmen may prescribe. Said Board may close any drain entering a common sewer for failure to comply with the provisions of this chapter.
B. 
No excavation shall be made within a public way in connecting such private drains with a common street except under the direction of the Director of Public Works, or other persons having charge of the streets of the Town.
