A. 
It shall be unlawful for the occupant or occupants of any premises in the Borough of Folcroft, or, if such premises are unoccupied, for the owner or owners thereof, to permit snow or ice to remain upon any sidewalk in front or adjoining such property more than 24 hours after the snowfall has ceased or the ice has formed.
B. 
Any person, firm or corporation who shall violate any provision of this article, upon conviction thereof, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
The appropriate officials or employees of the Borough of Folcroft may tow away or otherwise remove any automobile or other vehicle left parked or otherwise standing in any street of the Borough of Folcroft during a snowstorm and not removed within the period of 24 hours after the end of the snow storm if, in the opinion of such officials or employees, the continued presence of such vehicle constitutes a safety hazard, an obstruction to traffic or impedes the removal of snow or ice or the cleaning of the streets. The appropriate officials of the Borough may contract with any person or persons for the removal and storage of any such vehicle. All proper costs and charges for such removal and storage shall be payable by the owner or custodian of such vehicle and the payment thereof may be required before the release of the vehicle to its owner or custodian. In no event shall the Borough of Folcroft be liable for the payment of such costs and changes.
