No person is to do or cause to be done any blasting within the City limits of the City of Lake Lotawana, Missouri, or outside of such limits on property owned or operated by the City, without first obtaining a permit therefor from the City of Lake Lotawana, subject to all of the provisions of this Chapter and the "Missouri Blasting Safety Act," Sections 319.300 to 319.345, RSMo.
As used in this Chapter, the definitions used and defined in the Missouri Blasting Safety Act, Section 319.303, RSMo., shall be controlling and are hereby incorporated by reference.
A. 
Each application for a blasting permit under the provisions of this Chapter shall be accompanied by a fee as set forth in the Lake Lotawana Comprehensive Schedule of Fees and Charges.[1]

B. 
The permit application for a blasting permit shall be submitted in a manner satisfactory to the City of Lake Lotawana and shall contain the following:
1. 
The applicant's name and address;
2. 
If the applicant is a corporation, the State of incorporation;
3. 
A legal description of the proposed blasting permit area;
4. 
A specific description of the purpose for which blasting is to be done;
5. 
A statement of specific information about the type of explosives to be used and their storage location at the site where used;
6. 
A copy of the applicant's Missouri blasting license issued under the Missouri Blasting Safety Act;
7. 
Proof that the person using explosives is registered with the Division of Fire Safety and that blasting will be conducted by a licensed blaster;
8. 
A statement of whether the applicant, a subsidiary, affiliate, or persons controlled by or under common control with the applicant, has ever held a blasting permit in any State or political subdivision which, in the five-year period prior to the date of submission of the application herein, has been suspended or revoked;
9. 
Proof of commercial general liability insurance provided by a responsible company, licensed to do business in the State of Missouri, and shall include the minimum coverages as set forth in the Lake Lotawana Comprehensive Schedule of Fees and Charges;[2]

10. 
A copy of the site blasting application shall be forwarded to the Fire Chief for the Fire Protection District in which the proposed blasting site is located.
Whenever the City of Lake Lotawana shall find from examination of the application for a blasting permit by the City Administrator or his/her designee, and shall obtain such other information as he/she may determine necessary and proper or required, that such blasting can be done with safety to life and property, then he/she shall issue the permit as in this Chapter provided.
A. 
The City of Lake Lotawana shall have the authority to suspend or revoke any permit granted under the terms and conditions of this Chapter for any of the following causes.
1. 
Failure to maintain a valid blasting license under the laws of the State of Missouri.
2. 
Failure to comply with the Missouri Blasting Safety Act.[1]

Any fraud, misrepresentation or false statement contained in the application for permit.
4. 
Any violation of this Chapter or any of the conditions contained in the permit.
5. 
Any violation of the Uniform Fire Code as adopted by the City of Lake Lotawana.[2]

6. 
Failure on the permittee's part to rectify any condition after notice.
Any person using explosives shall comply with all provisions of State and Federal law and regulation regarding the manufacturing, transportation, distribution, storage, and use of explosives within the City limits of the City of Lake Lotawana, Missouri, or outside of such limits on property owned or operated by the City.
Permits granted under this Chapter shall specify the blasting to be permitted, the time such permit shall be valid and such other conditions and requirements as required by State and Federal law and regulations.
