The Borough Council shall appoint a registered professional engineer as Borough Engineer for an indefinite term and shall fix his compensation. The Engineer shall be appointed solely on the basis of his professional qualifications and may be either an individual or a partnership or an engineering corporation licensed to practice civil engineering in the Commonwealth of Pennsylvania.
The Borough Council may remove the Borough Engineer at any time, with or without cause.
The Borough Engineer may, from time to time, perform his duties by delegation of authority to persons acting as his agent(s).

The Borough Engineer shall be the Chief Engineering Officer of the Borough. He shall supervise all engineering matters of the Borough under the direction and supervision of the Borough Council or Manager. He shall render such engineering services as may be necessary and desirable for the Borough and shall, upon the direction of the Borough Council or Manager, furnish any official, official body or agency of the Borough with engineering services.
