The Council of the Borough of Chalfont, County of Bucks, Commonwealth
of Pennsylvania, hereby enacts this Comprehensive Park and Recreation
Plan.

The following regulations are hereby established for the use
and management of all public parks, trails, playgrounds, and recreation
and open space lands owned and/or leased by the Borough of Chalfont
and designated herein as public lands.
A. Littering shall be prohibited. No person shall dispose of waste except
in receptacles provided for that purpose.
B. Use of profane language, gambling, and immoral actions are prohibited.
C. No person shall alter, injure, deface or destroy any notice, posted
regulation, plant, tree, shrub, trail, sign, structure, equipment
and/or material.
D. Unauthorized motor vehicles shall not be permitted within the public
area.
E. Fires may be built in designated areas only under the permission
of the Borough Fire Marshal.
F. No pet shall be permitted to run at large. All pets shall be contained on a leash no longer than six feet while in any posted public area. All pets in any unposted open space or public lands shall be under proper supervision at all times. As per Chapter
131, Animals, Article
I, Excessive Barking of Dogs; Removal of Feces, dogs shall not be permitted to bark excessively or continuously or be permitted to defecate unless the feces is removed immediately.
G. Consumption and/or possession of alcoholic and/or malt beverages,
narcotics or controlled substances are prohibited at all times.
H. Horseback riding shall be prohibited.
I. Hunting, shooting and carrying of firearms and/or bows and arrows
shall be prohibited.
J. All public areas shall be open to Borough residents and nonresidents,
except that group requests will require permission of the Public Works
Committee as listed herein. User fees shall not be charged except
for group requests, which shall pay the appropriate fee pursuant to
the Borough of Chalfont Fee Schedule which is in effect at the time of submission of the group
use application form, as outlined below.
K. All public areas shall be open at sunrise and close at dusk unless
permission of the Public Works Committee is granted for later use.
All public areas shall be closed from dusk to sunrise.
L. Groups of 30 or more people using any Borough of Chalfont park, trail,
playground, or recreation or open space owned or leased by the Borough
of Chalfont shall be required to possess a permit for the use of such
areas by the designated group by obtaining the permission of the Borough
of Chalfont Public Works Committee after submission of a completed
Borough of Chalfont parks group application form and its associated
liability waiver and release as then in effect. If, after application,
the group is granted permission by the Borough of Chalfont Public
Works Committee, said group shall be required to pay a fee based on
the Borough of Chalfont Fee Schedule which is in effect at the time
of submission of the group use application form.

Any person who violates or permits a violation of this article
shall, upon being found liable therefor, pay a fine of not more than
$600, plus court costs and reasonable attorney's fees incurred by
the Borough in the enforcement proceedings. If the penalty is not
paid, the Borough shall initiate a civil action for collection in
accordance with the Pennsylvania Rules of Civil Procedure. Each day
a violation exists shall constitute a separate offense, and each section
of this article that is violated shall also constitute a separate
offense. In addition to or in lieu of enforcement under this section,
the Borough may enforce this article in equity in the Court of Common
Pleas of Bucks County.
