As used in this chapter, the following terms shall have the
meanings indicated:
BUILDING
Any structure used or intended to be used as a dwelling or
place of business or industry.
The Borough of Chalfont has drawn up a numbering plan for the
entire Borough and has assigned numbers to all lots and buildings
in the Borough according to said plan.
Any building on a lot abutting on any street or highway in the
Borough of Chalfont shall be numbered by the owner or occupant thereof
in accordance with the provisions of this chapter within 30 days of
the date of written notice by the Borough Council to any owner or
occupier to so do.
[Amended at time of adoption of Code (see Ch. 1, General
Provisions, Art. I)]
All buildings within the Borough shall be readily identified
by marking of the structure with reflective Arabic numerals or alphabet
letters, a minimum of four inches high, with a minimum stroke width
of 0.5 inch, and of contrasting color, in one of the following manners:
A. Numbers/letters placed over the doorway and visible from the center
of the roadway.
B. If numbers placed on the building are not readable from the street,
then numbers/letters placed on each side of the mailbox or support
post.
C. On those occupancies with long driveways and no mailboxes, a marker
or post of noticeable size placed at the driveway entrance with the
house number marked on it for identification.
No number shall be displayed upon any building except the number
assigned to the building by the Borough.
[Amended 12-18-2001 by Ord. No. 326; at time of adoption of Code (see
Ch. 1, General Provisions, Art. I)]
Any owner or occupant who violates or permits a violation of
this chapter shall, upon conviction in a summary proceeding under
the Pennsylvania Rules of Criminal Procedure, be guilty of a summary
offense and shall be punishable by a fine of not more than $1,000,
plus court costs and reasonable attorney's fees incurred by the Borough
in the enforcement proceedings. Upon judgment against any person by
summary conviction, or by proceedings by summons on default of the
payment of the fine or penalty imposed and the costs, the defendant
may be sentenced and committed to the Borough correctional facility
for a period not exceeding 10 days or to the county correctional facility
for a period not exceeding 30 days. Each day that such violation exists
shall constitute a separate offense, and each section of this chapter
that is violated shall also constitute a separate offense. In addition
to or in lieu of enforcement under this section, the Borough may enforce
this chapter in equity in the Court of Common Pleas of Bucks County.
The Borough also reserves the right to place appropriate numbers within
the public right-of-way in front of any dwelling or place of business
if the owner refuses to do so and to charge the cost of placing the
numbers against the owner.
