This Charter and all amendments hereto shall constitute the form of government of the Borough of Chalfont. Among the purposes of this Charter are to provide municipal services and facilities with the highest degree of efficiency and economy, to establish the form of government suitable for a small municipality, to secure all possible municipal home rule and to provide for the health, safety and well-being of its citizens.
The municipal corporation now known as the "Borough of Chalfont" shall continue to be a municipal corporation under the same name and with the actual boundaries of the Borough at the time this Charter takes effect and as lawfully changed thereafter.
A. 
The Borough shall have or may exercise any power and may perform any function not denied it by the Constitution of Pennsylvania, by the General Assembly or by this Charter.
B. 
The powers and functions of the Borough under this Charter shall be broadly construed in favor of the Borough. Except as limited in Subsection A, all possible powers and functions of the Borough are to be considered as if specifically and individually set forth in this Charter, whether such powers are presently available or may hereafter become available. At no time and in no respect shall the Borough have less power and authority than it would have had had it not adopted this Charter, except to the extent that this Charter in itself may limit any special power or authority.
The Borough shall not deny to any person the employment of any civil right or discriminate or allow discrimination against any person in the exercise of any civil right because of race, color, religious belief, ancestry, sex or national origin.
