Amendments to this Charter shall be in conformity with the provisions of the Home Rule Charter and Optional Plan Law, Act 62 of 1972, as amended. (Previously 53 P.S. § 1-101 et seq., now 53 Pa.C.S.A. § 2901 et seq.)
The procedure for nomination and election of all Borough officials shall be in accordance with the applicable provisions of the Pennsylvania Election Code (25 P.S. § 2801 et seq.).[1]

If any provision of this Charter shall be judged by any court of competent jurisdiction to be invalid, such judgment shall not affect, impair or invalidate the remainder thereof but shall be confined in its operation to the particular provision involved.
The Borough government, including its boards, commissions and authorities, may accept on behalf of the Borough gifts or donations of money, securities or other personal property or the income therefrom, which shall be useful in connection with the work performed, except that no gift of real estate nor any interest in real estate may be accepted without specific approval from the Council.
A. 
No person shall be appointed or removed from or in any way favored or discriminated against with respect to any municipality position or appointive municipal administrative office because of race, sex, political or religious opinions or affiliations.
B. 
No person shall willfully make any false statement, certificate, mark, rating or report in regard to any test, certification or appointment under the personnel provisions of the Borough or in any manner commit or attempt to commit any fraud preventing the impartial execution of such provisions.
C. 
No person who seeks appointment or promotion with respect to any Borough position or appointive Borough administrative office shall directly or indirectly give, render or pay any money, service or other valuable thing to any person for or in connection with his test, appointment, proposed appointment, promotion or proposed promotion.
D. 
Any person who by himself or with others willfully violates any of the provisions of this section of the Charter shall be guilty of a summary offense and upon conviction thereof shall be punishable by a fine of not more than $300 or, in default thereof, by imprisonment for not more than 30 days.
