A. 
The Borough Council may, from time to time, amend, supplement, change, modify or repeal this chapter by proceeding in the following manner. The Borough Council, by resolution adopted at a regular meeting, shall fix the time and place of a public hearing on the proposed amendment, and the public notice thereof is to be given as follows:
(1) 
Notice shall be published once each week for two consecutive weeks in a newspaper of general circulation in the Borough. Such notice shall state the date and place of the hearing and the particular nature of the matter to be considered at the hearing. The first publication shall not be more than 30 days and the second publication shall not be less than seven days from the date of the hearing. A copy of the amendment shall be supplied to a newspaper of general circulation in the Borough at the time the public notice is published.
(2) 
The notice shall state that full opportunity shall be given to any citizen and all parties in interest to be heard at such hearing. The notice shall state where in the Borough copies of the proposed amendment may be examined without charge or obtained for a charge not greater than the cost thereof.
B. 
An attested copy of the proposed amendment shall be filed in the Bucks County Law Library.
C. 
All proposed amendments not originating with the Borough Planning Commission before adoption shall be referred to the Borough Planning Commission. All proposed amendments shall be forwarded to the Bucks County Planning Commission at least 45 days prior to the public hearing for its written recommendations.
D. 
In the event substantial amendments are made in the proposed ordinance amendment, before voting upon enactment, the Borough Council shall, at least 10 days prior to enactment, readvertise, in one newspaper of general circulation in the Borough, a brief summary setting forth all the provisions in reasonable detail, together with a summary of the amendments.
