The purpose of the R-4 Small Lot Single-Family Residential District is to retain the character and density of the existing residential uses and density, exclude activities not compatible with residential development and create conditions conducive to carrying out the broad purposes of the chapter as set forth in § 440-2, Purposes.
The regulations contained in this article shall apply to the R-4 Small Lot Single-Family Residential District.
A building may be erected or used and a lot may be used or occupied for any of the following uses and no other in accordance with Article IV, Use Regulations:
A. 
B1 Single-Family Detached.
B. 
C9 Borough Services.
C. 
H2 Residential Accessory Building Structure or Use.
D. 
H7 Temporary Structure or Use.
E. 
H8 Temporary Community Event.
F. 
H1H No-Impact Home-Based Business.

A building may be erected or used and a lot may be used or occupied for any of the following uses and no other in accordance with Article IV, Use Regulations, and the procedures set forth in § 440-148, Conditional uses:
A. 
H1 Accessory Home Occupation:
(1) 
H1A Professional Offices.
(2) 
H1C Instructional Services.
(3) 
H1D Home Crafts.
(4) 
H1F Trades.
(5) 
H1G Repair Services and Other Home Occupations.
A building may be erected or used and a lot may be used or occupied for any of the following uses and no other in accordance with Article IV, Use Regulations, and the procedures set forth in § 440-148, Conditional uses:
A. 
F1 Utilities.
B. 
H1E Family Day Care.
C. 
H3 Accessory Apartment.
The following establishes the area and dimensional requirements for the R-4 Small Lot Single-Family Residential District, except where greater or lesser requirements are established in Article IV, § 440-15, in which case the requirements of § 440-15 shall apply:
A. 
Lot area: 12,000 square feet minimum.
B. 
Lot width: 80 feet minimum.
C. 
Building area: 30 feet minimum.
D. 
Front yard: 30 feet minimum.
E. 
Side yard: 10 feet minimum with a total aggregate requirement of 25 feet for both sides. If there is only one side yard as per a lot shown in Figure 9, it shall be at least 10 feet.
F. 
Rear yard: 25 feet minimum.
G. 
Height: 35 feet maximum. Structures not designed for human occupancy are governed by Article V, § 440-43.
H. 
Density: four dwelling units per acre maximum.
I. 
Impervious surface: 40% maximum.
In addition to the requirements of this article, a development proposed in this district shall comply with the applicable regulations contained in Article IV, Use Regulations, and Article V, Performance Standards. All utilities, including electric, telephone, cable television and similar type installations, shall be placed underground.
