Before any R-3 or R-4 residential unit is sold, leased or otherwise subject to change of occupancy for residential purposes, the owner shall obtain a certificate of smoke detector and carbon monoxide alarm compliance (CSDCMAC) evidencing compliance with N.J.A.C. 5:18-4.19 from the Bureau of Fire Prevention.[1]

The owner or the authorized agent of the owner shall apply for a CSDCMAC on a form provided by the Bureau of Fire Prevention. The application shall be accompanied by a fee, which is outlined below, made payable to the Township of Pennsauken, in accordance with N.J.A.C. 5:18-2.8.[1]
A. 
Requests for CSDCMAC received more than 10 days prior to the inspection date: $50.
B. 
Requests for CSDCMAC received four to 10 days prior to the inspection date: $85.
C. 
Requests for CSDCMAC received less than four days prior to the inspection date: $140.
D. 
A reinspection fee of $50 shall be charged for any noncompliance on the first inspection.

A CSDC shall not be transferable. If the change of occupancy specified in the application for a CSDC does not occur within six months, a new application shall be required.
No CSDCMAC shall be issued until inspection of the structure indicates compliance with N.J.A.C. 5:70-4.9.
A. 
Smoke detectors for one- and two-family dwellings shall be subject to the requirements of N.J.A.C. 5:18-2.20[1] and shall be located as follows:
(1) 
On each level of the premises, including the basement and walk-up attic; and
(2) 
All residential sleeping areas with the Township of Pennsauken shall have at least one fully operable smoke detector located in each sleeping area. All such residential sleeping areas enclosed by a door or otherwise shall, in addition, have at least one fully operable smoke detector located outside of each sleeping area within 10 feet of such sleeping area. Installation of the smoke detectors shall be in accordance with the manufacturer's recommendations and the National Fire Safety Code, Township ordinances or any applicable statute or ordinance. Additionally, a carbon monoxide detector(s) shall be installed within 10 feet of every sleeping area, meeting the requirements of UL Standard 2034; provided, however, that no carbon monoxide alarm shall be required in any building that does not contain any fuel-burning appliances and does not have an attached garage.

B. 
The smoke detector required in Subsection A above shall be located in accordance with NFPA 74-1984, incorporated herein by reference, and maintained in working order.
C. 
The detectors shall not be required to be interconnected.
A. 
Smoke detectors may be battery powered where no hard-wired alternating-current-powered (AC/DC) types are present and shall be listed in accordance with ANSI/UL217.
B. 
AC/DC smoke detectors shall be accepted as meeting the requirements of this section.
Smoke detectors required to be installed in accordance with N.J.A.C. 5:70-4.19 must be installed prior to the scheduled inspection. A fee of $50 made payable to the Township of Pennsauken will be charged and must be paid prior to any required reinspection which was required due to the property owner's and/or agent's lack of compliance with the requirements of this article.
