A. 
License required. It shall be unlawful and it is prohibited for any person, firm or corporation to collect, pick up or remove combustible or waste materials, scrap metal or other resalable material by or from stores, apartments or office buildings, factories or other commercial or manufacturing establishments or residential dwellings unless and until a license has been obtained from the Borough as hereinafter set forth.
B. 
Application; issuance. Applications shall be made in a form to be supplied by the Borough and shall be issued by the Borough Secretary upon the approval of the collector's application and payment of the collector's license fees and/or container fee. The license shall be in a form prepared by the Borough Secretary and shall bear a number.
C. 
Display of license number. The collector's license number shall be displayed on the side of the collector's truck. Such display shall be large enough so that the collector's license number may be visible from a distance of 50 feet.
D. 
Fees; expiration of licenses.
(1) 
The collector's license fee shall be $200 for the calendar year. All collectors' licenses will expire at 12:00 midnight on December 31 of each license year, unless the license is revoked or suspended.
(2) 
There shall be levied a fee of $100 for any container stationed on private or public property for the purpose of collecting refuse, trash or garbage or temporary storage of personal goods when repairing, remodeling, constructing, clearing out or rehabilitating any property.

No person shall be licensed as a collector unless he provides a truck in which the combustible and waste materials, scrap metal and or resalable materials may be placed in a manner to prevent there being scattered, blown away or dispersed, or otherwise a danger or hazard to the public at large.
All licenses used here under by a person other than the licensee shall cause the license to be revoked.
No collector of any combustible, waste material, scrap metal and or resalable material shall operate after sunset or before sunrise and in no event before 7:00 a.m. or after 7:00 p.m.
Every collector, upon demand of a police officer in uniform, the Borough Secretary or any code official of the Borough of Folcroft, shall permit an examination of the contents of his vehicle or of any receptacles therein.

Any container licensed in accordance with § 515-36D(2) shall not be placed on any private property for a period longer than seven days, nor shall any such licensed container be placed on Borough streets unless the location is approved by the Police Department and the container is equipped with reflective markers so it can be seen at night by passing vehicles. Permission to place containers or waste receptacles on the Borough's streets shall only be given for a maximum period of 72 hours.
Before any license shall be issued as aforesaid, the collector shall exhibit to the Borough Secretary proof that he carries property damage insurance in the minimum amount of $500,000 and public liability insurance of at least $1,000,000, as well as any other insurance required by federal, state or local laws.
Any person, partnership, association or corporation who shall be found guilty of violating any of the provisions of this article, on summary conviction before any Magisterial District Judge, shall be liable for a fine of not more than $1,000 for each and every violation and, in default thereof, to be sentenced to the county jail not exceeding 30 days for each violation. Each violation of the provisions of this article shall be considered a separate offense for each day of duration.
