The Mayor shall serve as the presiding officer and preside over the deliberations of Council and shall conduct the meetings thereof. He or she shall participate in the discussion of Borough affairs to the extent permitted by law and may vote only in the case of a tie.
The Mayor shall have all those powers designated by general law. In addition:
A. 
The Mayor shall on all occasions preserve the strictest order and decorum, and he or she shall cause the removal of all persons who interrupt the orderly proceedings of the Council.
B. 
When two or more Council members arise or attempt to speak at the same time, the Mayor shall name the one entitled to the floor and recognition.
C. 
The Mayor shall decide all questions of order without debate, and he or she may call upon the Borough Clerk or the Borough Attorney for an opinion on any question of order.
D. 
The Mayor shall see to it that the laws of the state and the ordinances of the Borough are faithfully executed. The Mayor shall recommend to the Council such measures as he or she may deem necessary or expedient for the welfare of the Borough.
E. 
The Mayor shall maintain peace and good order and have the power to suppress all riots and tumultuous assemblies in the Borough.
F. 
The Mayor shall have the authority to execute contracts on behalf of the Borough, approved by the Council, and to sign checks and warrants or payments approved by the Council.
G. 
The Mayor may issue proclamations for a variety of purposes.
H. 
The Mayor shall be an ex-officio member of all committees and shall be informed in advance of all meetings of such committees.
