No person or persons shall willfully, during a fire or at any other time, drive, any vehicle over any hose or other apparatus belonging to the Fire Department.
No person, unless duly authorized so to do by the Borough Council, other than a member of the Fire Department when acting in the discharge of his duty as such fire fighter, shall open or tamper with any water hydrant.
