This article shall be known as the "Avalon Borough Storm and Sanitary Maintenance Ordinance."
As used in this article, the following terms shall have the meanings indicated:
BUDGETED YEAR
The year which follows the budgeting process and for which the budget references.
PROJECT
The unit of work that is being completed to fulfill the annual maintenance requirements of this article.
A. 
Annually the Street Chairman, Borough Manager, Street Superintendent and Borough Engineer will propose a project at a minimum cost of $150,000.
B. 
Each project is to be accompanied by an estimated cost to proceed as supplied by the Borough Engineer.
A. 
Each project is to be approved as part of the annual budgeting process.
B. 
Funding for the project is to be provided by the Sewage Surcharge Fund. No project shall be permitted to allow the fund balance to fall below $250,000.
A. 
Upon the first business day of February of the budgeted year, the Borough Manager is to begin the bidding process.
B. 
All utilities are to be engaged with plans and time frames upon the first business day of February of the budgeted year.
C. 
All work is to be started by June of the budgeted year.
