Unless otherwise posted, the speed limit for all street within the Borough is 25 mph. The speed limit for both directions of traffic along the streets or parts thereof described in this section is hereby established at the rate of speed indicated in said schedule. It shall be unlawful for any person to drive a vehicle at a higher speed than the maximum prescribed for that street or part of a street.

The intersections described in this section (in addition to intersections with the through streets established by this chapter) are hereby established as yield intersections, and official yield signs shall be erected in such a position upon the first-named street as to face traffic approaching the second-named street in the direction or directions indicated. Every driver of a vehicle approaching any such intersection upon the first-named street, in the direction or directions indicated in each case, shall slow down or stop the vehicle and then yield the right-of-way to any vehicle in the intersection or approaching on the second-named street so closely as to constitute a hazard during the time that the driver is moving across or within such intersection.

It shall be unlawful for any person to drive any vehicle, except a passenger vehicle (but not including any passenger vehicle drawing any trailer or towing any other vehicle), upon any of the following streets or parts of streets:

A. 
It shall be unlawful for any person to move steam or gasoline shovels, large concrete mixers, and other such pieces of machinery on the streets of the Borough unless a permit is obtained for this. At the time of application for permit, the route and time must be given.
B. 
It shall be unlawful to operate or cause to be operated upon any of the highways of the Borough, any motor vehicle having a gross weight, including chassis, body and load, of more than 18,000 pounds. The Chief of Police may issue permits for excessive weights upon good cause shown and upon application as therein provided, subject to payment of the fees for hauling permits as provided by Pennsylvania Statute. The provisions of this section shall not exclude from such highways the use and operation of hook and ladder trucks and other fire-fighting apparatus.
C. 
For the purposes of this chapter, through truck traffic is hereby defined as being the operation in the Borough of all trucks upon trips which do not originate in or end in the Borough. It shall be unlawful to operate or cause to be operated upon any of the highways of the Borough, except Ohio River Boulevard, North Starr Avenue, South Starr Avenue, California Avenue, New Brighton Road, and Fisk Avenue, any motor truck engaged in through truck traffic as defined above, provided that the provisions of this section shall not exclude from such highways the use and operation of hook and ladder trucks and other fire-fighting apparatus.
D. 
It shall be unlawful for any person, without first having secured a permit therefor, to:
(1) 
Operate any vehicle or equipment upon the roads and streets of the Borough when such vehicles or equipment has attached to the periphery of its wheels or the traction of such vehicle any metal or metal-clad cleat, block, stud, flange or other similar protuberance, including metal wheels or metal treads.
(2) 
Move any such vehicle or equipment to or from a job site or from one job to another where such movement would require passage over easements or rights-of-way having underground utility installations located therein.
E. 
Applications for a permit to operate any vehicle or equipment, as specified in Subsections A through D above, shall be made to the Chief of Police and a permit shall be granted only after such application shall have been referred to and approved by the Chief of Police.
F. 
The fee for a permit required by Subsections A, B and D above shall be set by resolution of Borough Council. It shall be a condition for the issuance of such permit that the person applying therefor shall agree in writing to repair and restore any damage caused by the movement of such vehicle or equipment to the surface of any road or street or any underground utility installation.
G. 
The permit required by Subsections A, B and D above shall specify the route to be followed in the movement of such vehicle or equipment, and it shall be unlawful to deviate from the specified route. In the case of movement of such vehicle or equipment on the streets or roads of the Borough, the moving shall be done either by means of a conveyance equipped with pneumatic rubber tires, or, if deemed satisfactory, wood planks or other sufficient protection for the streets or roads shall be provided and placed upon the street or road and the vehicle or equipment shall be run upon such planks or other protective material when this method of movement is approved.
H. 
The provisions of Subsections D and G shall not apply to vehicles equipped with pneumatic rubber tires using tire chains when required for safety because of snow, ice or other conditions tending to cause a vehicle to slide or skid if such pneumatic rubber tires do not have attached thereto any metal or metal-clad cleat, block, stud, flange or other similar protuberance.
I. 
The streets and parts of streets designated in this section are hereby declared to constitute through traffic streets for the purpose of enforcing the Pennsylvania Vehicle Code:
(1) 
Ohio River Boulevard.
(2) 
North Starr Avenue.
(3) 
South Starr Avenue.
(4) 
California Avenue.
(5) 
New Brighton Road.
(6) 
Fisk Avenue.
J. 
Any person violating the provisions of this section shall be subject to a fine of not less than $15 nor more than $100, plus the costs of prosecution and the cost of any damage done to the streets, roads or underground utility installations and, upon default of payment of such fine, costs or damages, may be committed to imprisonment in the county jail for a period not exceeding 30 days.
