All highways in the Municipality shall hereby be designated
as Snow Removal Zones.
a. Snow
Accumulation. It shall be unlawful for any person to park any vehicle,
tractor or trailer, or allow same to remain parked or unattended on
the paved or improved portion of any public highway in the Municipality
at any time during or after any snowfall when the depth of such snowfall
shall have reached or exceeded three inches.
b. Snow
Emergency. At such time as it may be deemed necessary, the Borough
Manager or designee may declare a snow emergency, requiring that all
vehicles be removed from the streets of the Municipality until the
snowfall has ceased and the streets have been cleared of accumulated
snow. All such snow emergency declarations shall be provided to local
media for public broadcast and publication.

It shall be lawful to repark any vehicle, tractor or trailer
on the paved or improved portion of any public highway in areas otherwise
permitted under the law and the ordinances of the Municipality after
the snowfall has ceased and the accumulated snow shall have been cleared
from the paved portion by the employees of the Municipality, but not
before such time.

Official Snow Removal Zone signs shall be required to be posted
before the provisions of this Part may be enforced.

Police Officers or other designated municipal employees, finding
any vehicle parked in violation of any provision of the law or of
this Part, may issue a Notice of Parking Violation in accordance with
the provisions of § 11-320 of this chapter.

Any person who shall violate § 11-601 of this Part
shall, upon conviction thereof, be sentenced to pay a fine of $17
and costs of prosecution and, in default of payment of such fine and
costs, to undergo imprisonment for not more than five days.
The continuation of any violation of any provision of this Part
for a period of more than eight hours shall constitute a new and separate
offense for each successive eight-hour period.
