The Township of Hemlock has determined that the health and safety
of the citizens of the Township of Hemlock are promoted by requiring
certain buildings to have a key lock box installed on the exterior
of the structure to aid the emergency services personnel of Hemlock
Township in gaining access to, or within, the structure when responding
to calls for emergency service, and to aid access into, or within,
a structure that is secured or when the owners, or occupants, of the
building are unable to respond to an emergency situation requiring
access into, or within, a structure in a timely fashion.

1. The following structures and businesses shall be equipped with a
key lock box at, or near, the main access door or such other location
as required by the authorized agent(s) of the emergency services of
Hemlock Township:
A. All commercial buildings that are not open for 24 hours a day every
day of the year or which are not staffed for 24 hours a day every
day of the year.
B. All commercial office buildings that are not open for 24 hours a
day every day of the year or which are not staffed for 24 hours a
day every day of the year.
C. School buildings, whether public or private.
D. Hospitals and medical facilities that are not open for 24 hours a
day every day of the year or which are not staffed for 24 hours a
day every day of the year.
E. Multifamily residential apartment buildings that are protected with
an automatic fire alarm system.
2. All new construction, that is subject to subsection .1, shall have
a key lock box installed and fully-operational prior to the occupancy
of the building. All structures in existence on the enactment date
of this Part, that are subject to subsection .1, shall have 12 months
from the enactment date of this Part to have a key lock box installed
on the structure and be fully-operational.
3. The type of key lock boxes to be implemented within Hemlock Township
shall be a Knox Box brand key lock box system or an equivalent key
lock box system that is approved by the authorized agent(s) of the
emergency services of Hemlock Township.

1. Owners of the types of buildings that require the installation of
a key lock box shall complete the application provided by the authorized
agent(s) of the emergency services of Hemlock Township and perform
all other procedures that may be required by the emergency service
agent(s) which are related to the installation of the key lock box.
Key lock box applications shall be made available to the public at
the Hemlock Township Municipal Office and the key lock box applications
shall specify the procedures that are required to obtain an approved
key lock box.
2. Installation of the key lock box shall be in accordance with the
recommendations and procedures prescribed by the authorized agent(s)
of the emergency services of Hemlock Township, which may require a
site visit by the emergency service agent(s) to determine the appropriate
location for the installation of the key lock box, and/or, to witness
the placement of the key(s) within the key lock box, and/or, to verify
the key(s) to be placed within the key lock box satisfactorily operate
the designated access door(s) into the structure.
3. The owners of the types of buildings that require the installation
of a key lock box shall be responsible for the acquisition of an approved
key lock box, the total cost of purchasing a key lock box and the
total costs related to the installation of the key lock box.
4. All key lock boxes shall be installed within three feet of the main
or designated access door into the building, or such other location
as required by the authorized agent(s) of the emergency services of
Hemlock Township.
5. All key lock boxes shall be securely-mounted between five and six
feet measured from the final grade of the site to the center of the
key lock box.
6. All realty or property that is secured by fencing shall have a key
lock box installed outside the main fence access gate and the key
lock box shall contain a key that will open the main fence access
gate as well as any structure(s) within the area surrounded by the
fence which are secured.
7. The window decal that is normally included in the package when the
new key lock box is shipped shall be placed on the exterior access
door to alert the emergency service personnel that a key lock box
exists which contains a key that operates the designated access door.
8. The authorized agent(s) of the emergency services of Hemlock Township
must approve any changes in the method of installation, and/or the
location, of a key lock box which is to be installed on a newly constructed
building.

1. The authorized agent(s) of the emergency services of Hemlock Township
must approve any changes in the existing location of a key lock box,
and/or, any changes in the type of key lock box that is already installed
on the building.
2. Prior to any modification of any security systems or procedures including,
but not limited to, erecting a security fence, the authorized agent(s)
of the emergency services of Hemlock Township shall be notified of
any changes which may require the re-installation of a key lock box,
installing additional key lock boxes or requiring additional door
access keys to be placed within the key lock box to address any modifications
or changes.
3. Prior to any scheduled change to the access door lock system(s),
that would require a new key(s) to be placed in the key lock box,
the owner or occupant of the building shall notify the authorized
agent(s) of the emergency services of Hemlock Township to make arrangements
for an appropriate time to schedule a meeting to change the key(s)
in the key lock box.
4. The authorized agent(s) of the emergency services of Hemlock Township
may require regular inspections of a key lock box and the contents
within the key lock box. The agent(s) of the emergency services will
make arrangements with the owner of the building or the tenant(s)
occupying the building to schedule a suitable time to inspect the
key lock box and the contents of the key lock box.
5. The authorized agent(s) of the emergency services of Hemlock Township
shall immediately notify the owner of the building or the tenant(s)
occupying the building of a misplaced access door key(s). Notification
shall be given within 24 hours of the knowledge of a lost access door
key(s).
6. No unauthorized emergency services personnel of Hemlock Township
shall be in possession of a master key(s) that provides access to
the contents of the key lock boxes.
7. The master key(s) that provide access to the contents of the key
lock boxes shall be only be issued to authorized agent(s) of the emergency
services of Hemlock Township and all master keys shall be secured
against theft or unauthorized use.

1. Keys to one or more exterior access doors into all secured areas
of the building(s).
2. Keys to all mechanical equipment rooms.
3. Keys to all locked electrical equipment rooms.
4. Keys to all elevators and elevator control rooms.
5. Keys to all central fire alarm panels.
6. Keys to all fire sprinkler equipment rooms.
7. Any other access keys that may be required by the authorized agent(s)
of the emergency services of Hemlock Township.
8. All keys shall be properly tagged to identify their use.

1. Owners and/or lessee of the property are to provide notification
to the authorized agent(s) of the emergency services of Hemlock Township
within five days after, to change in any property contact information,
including but not limited to names, addresses and telephone numbers.
2. Owners are to provide notification to the authorized agent(s) of
the emergency services of Hemlock Township within five days after
a change in the ownership of the property. In providing notification
of the change in ownership the current owner of the property shall
provide the authorized agent(s) of the emergency services of Hemlock
Township with contact information for the new owner(s). Upon receiving
the contact information the authorized agent(s) of the emergency services
of Hemlock Township shall contact the new owner(s) to verify the change
of ownership information.
3. Owners and/or lessee of the property are to provide notification
to the authorized agent(s) of the emergency services of Hemlock Township
within five days after a change in management if the property is operated
and/or managed by another individual or entity other than the owner
of the property. In providing notification of the change in management
the current owner of the property shall provide the authorized agent(s)
of the emergency services of Hemlock Township with contact information
for the new management personnel. Upon receiving the contact information
the authorized agent(s) of the emergency services of Hemlock Township
shall contact the new management personnel to verify the change of
information.
4. Owners and/or lessee of the property are to provide notification
to the authorized agent(s) of the emergency services of Hemlock Township
within five days after a change in a trade or business name.

Any person who shall violate any of the provisions of this Part
or fail to comply herewith shall, upon conviction thereof in an action
brought before a magisterial district judge in the manner provided
for the enforcement of summary offenses under the Pennsylvania Rules
of Criminal Procedure, shall be sentenced to pay a fine of not less
than $300 nor more than $1,000 plus costs and, in default of payment
of said fine and costs, to a term of imprisonment not to exceed 90
days. Each day that a violation of this Part continues or each section
of this Part which shall be found to have been violated shall constitute
a separate offense.
