No person, partnership, association, or corporation shall construct,
open, or dedicate any road, street, lane, or alley, or any sewer or
drainage facility in connection therewith, for public use or travel
in the Township of Gregg, without first submitting plans therefore
to the Township Supervisors for their approval, and no road, street,
lane, or alley, nor sewer or drainage facility, in connection therewith
shall be opened, laid, or constructed except in strict accordance
with plans approved by the Township Supervisors.

1. Such plans shall be prepared in duplicate and shall show the profiles
of such roads, streets, lanes, or alleys; the course, structure and
capacity of any drainage facilities, the method of drainage of the
adjacent or contiguous territory; and, drainage profiles of the streets
and plans showing drainage of the whole property and such other details
as may be required from time to time by rules and regulations adopted
by the Board of Supervisors by resolution or otherwise.
2. All roads and streets where possible shall connect with existing
roads and streets, or proposed roads and streets, so as to form as
near as possible through roads and streets, and a harmonious and systematic
development of the Township.
3. The names of the roads and streets shall not conflict with the names
of existing roads and streets, and all roads and streets shall be
designated by the names of existing roads and streets with which they
connect as extensions thereof.
4. No work shall be commenced until one set of plans bearing the written
approval of the Board of Supervisors as hereinafter provided shall
be returned to the applicant.
5. The right-of-way for all roads and streets shall conform to Township
road and street construction standard, to be adopted by the Board
of Supervisors from time to time by resolution or otherwise.

All such plans shall be filed with the Township Secretary at
least 10 days prior to the next regularly scheduled meeting of the
Gregg Township Planning Commission at which it is desired to seek
review thereof. Following the review by the Planning Commission, the
Township Board of Supervisors may, at their discretion, ask for review
by the Township Engineers and arrange for a public hearing, after
giving such notice as may be required in each case.

The Township Supervisors reserve the right to alter such plans
and to specify any changes or modifications of any kind which they
deem necessary with respect thereto, and to make their approval of
such plans subject to such alterations, changes, or modifications.

1. Any and all plans when so approved shall be signed by the Township
Supervisors, and one duplicate copy will be filed in the office of
the Township Secretary, where the same shall be available to public
inspection.
2. Upon approval of such plans by the Township Supervisors, the applicant
shall be responsible for the recording of such plan in the office
of the Recorder of Deeds in the Centre County Courthouse.

All gas, sewer, water, and other utility installations, where
applicable, and all service connections shall be installed before
paving of the streets where it is proposed to install any such utility
service in the portion of the street or road proposed to be paved.

1. All applications for the approval of such plans shall be in writing
on a form to be furnished for that purpose by the Township Supervisors
and signed by the owners of the property, which must be filed with
the Township Secretary, setting forth in detail the character of the
improvements to be made on the property shown on the said plan, in
accordance with the provisions of this Part and the existing Subdivision
Ordinance of Gregg Township.
2. In all such applications, the applicant shall agree to open, lay
out, and improve the roads, streets, lanes, or alleys, and to construct
all of the improvements, including sewers and drainage facilities
upon the property shown on the plan, within the time or times therein
specified.
3. The applicant further agrees to enter into a contract in writing,
to be prepared by the Township Solicitor, to install, erect and construct
said improvements and the applicant shall furnish a bond in such amount,
under such conditions, and in such form, and with surety as shall
be approved by the Township Supervisors, to guarantee the performance
of said contract and to secure the completion of said improvements
within the times therein specified.
4. In lieu of a bond, the applicant may deposit cash to guarantee performance
of said contract and to secure completion of the improvements in accordance
with an escrow agreement to be prepared by the Township Solicitor
and approved by the Township Supervisors. The escrow agent for the
deposit of such cash, and the terms and conditions of such escrow
deposit, shall be designated, selected, and determined by the Township
Supervisors.

1. All applicants shall bear all costs of inspection of roads, streets,
lanes, or alleys, and the construction of all improvements, including
sewers and drainage facilities, and shall deposit with the Township
Treasurer such sum as the Board of Supervisors shall determine to
guarantee payment of such costs.
2. In addition, applicants shall deposit a filing fee of such sum as
the Township Supervisors shall determine as a filing fee for said
plan.

Action by the Township Supervisors in accepting any plan submitted
in accordance with this Part shall not be construed to require the
Township to accept dedication of any road, street, lane, or alley.

1. The terms and conditions of this Part, as they affect new subdivision
plans submitted for approval pursuant to the existing Subdivision
Ordinance of the Township, shall be construed, where possible, as
being compatible with the terms and conditions of the presently existing
or any future Subdivision Ordinance to be adopted by the Township.
2. Where possible, filing requirements set forth in the existing Subdivision
Ordinance, or any future Subdivision Ordinance to be adopted by the
Township, may suffice to comply with the filing requirements of this
Part.
3. To the extent that the terms and conditions of this Part exceed the
terms and conditions of the existing Subdivision Ordinance or any
future Subdivision Ordinance enacted by the Township, the terms and
conditions of this Part shall control.

1. Gregg Township Street Standards shall apply to those installations
within Gregg Township where modification of existing roadways is contemplated
or where new roadways are being constructed to serve properties created
by division of existing properties and have a possibility of being
ordained as a Township thoroughfare. The installation of travel ways
other than those above shall be as rights-of-way and shall be recorded
after approval of the Township Solicitor who will approve the proper
assignment of the responsibility for maintenance, installation, use
and definition.
2. In all subdivisions Gregg Township requires those developing properties
for sale to remain responsible for the proper construction and functioning
of all improvements for a period of 18 months from the date of acceptance
of road dedication.
3. Accordingly, the developers must submit to the Township Supervisors
surety in the amount of 15% of the actual cost of improvements.
4. Standards.
A. Class A Roads: Secondary Highways, Collector Roads and Streets, Minor
Streets, Major and Minor Local Access, Marginal Access Streets (all
roadways intended to be offered for dedication to the Township).
(1)
Widths.
(a)
Right-of-way: fifty-foot minimum.
(b)
Cartway: twenty-foot minimum.
(c)
Shoulder: six-foot minimum.
(d)
Ditch: six-foot minimum (located outside the edge of the shoulder).
(e)
Clearing.
1)
No trees over six inches DBH within six feet of top of cut or
tow of fill.
2)
No heavy leaning trees which could fall into roadway or on shoulder.
3)
No lesser vegetation within the right-of-way that will reduce
driver visibility below 250 feet.
(2)
Alignment.
(a)
General. Alignment shall be consistent in that sudden changes
in curvature and between curves of widely differing radii shall be
avoided. Transition curves with gradually changing radii may be used
to obtain conformity of design. Sharp horizontal curves combined with
vertical curves are to be discouraged.
(b)
Horizontal Curves.
1)
Only simple curves and gently compounded curves will be accepted
(should not exceed 25 feet increase in adjacent radii).
2)
Minimal curve radii of 250 feet at the center line.
3)
Tangent lengths shall have a minimum length of 50 feet.
4)
Super-elevation at design speed of 35 to 40 mph with a minimum
radius of 385 feet shall be 8% (this shall be the basis to develop
radii and design super-elevation).
5)
No super-elevation required at design speeds less than 35 mph.
(c)
Vertical Curves.
1)
Ten percent maximum (4% optimum.)
2)
One-half percent minimum (except in proximity of open deck bridges.)
3)
Grade changes shall be made with vertical curves permitting
two-hundred-fifty-foot sight distances.
4)
Vertical curves are required at changes of grade exceeding 2%.
(d)
Intersections.
1)
General.
a) Not more than two roads intersecting at one point.
b) Not less than 200 feet between intersections.
c) Sight distance shall exceed 250 feet into and from intersection.
d) Pavement radii at intersection shall be 35 feet.
2)
Approaches.
a) Horizontal: ninety-degree optimum (not less than 75°) approach
tangent 75 feet.
b) Vertical: approach by vertical tangent 4% slope or less for 50 feet.
(3)
Cuts and Fills.
(a)
General. To conserve the character and appearance of our Township,
every effort will be made to conform to existing topography, keeping
cuts and fills minimal and consistent with required sight distances.
(b)
Balance of cut and fill is encouraged within the scope of the
installation. Waste and borrow areas will be approved by the Township
Supervisors.
(c)
The fill over culverts shall be sufficient to attain HS 20 loading.
(d)
Slopes.
1)
In cut areas shall be a maximum of 1.5:1.0.
2)
In fills the maximum slope shall be 2.1.
3)
In soils where a shallow angle of repose is encountered, the
slope shall not exceed the angle of repose.
(4)
Guiderail and Barrier Requirements. The highway clear zone widths
are required as defined in the latest edition of the PennDOT Design
Manual. If installation of barriers is required, the installation
and composition of all barriers must comply with the requirements
as defined in the latest edition of the PennDOT Design Manual for
highway barriers.
(5)
Drainage.
(a)
General. The proposed installation shall present no drainage
problems. Drains parallel to the roadway shall have a minimum invert
grade of greater than or equal to 0.5%. Discharge ditching shall be
provided for parallel drains as frequently as possible.
(b)
Cross Sections.
1)
Pavement crown shall be 2%.
2)
Shoulder grade shall be 6%.
3)
Culverts: transverse grade shall be 2% to 6%.
4)
Culverts shall project six inches at toe of slope.
5)
Headwalls shall be massive and stable.
6)
Minimum culvert size shall be 15 inches in diameter.
7)
No culvert material shall be used with less than twenty-five-year
life expectancy.
8)
All drainage structures are to be consistent with a twenty-five-year
storm frequency for runoff values and conform to Manning's formula
for sizing.
(6)
Bridges.
(a)
Width: 26 feet curb to curb.
(c)
Material: concrete and/or steel.
(7)
Road Materials - All Roads and Streets Must Be Hard Surfaced.
(a)
Option A.
1)
Subbase: six inches of compacted shale.
2)
Base: six inches of 2A crushed aggregate.
3)
Subsurface/surface: 3.5 inches of ED2-AC20, two inches binder
course, 1.5 inches wearing course.
4)
Shoulders: three inches of crushed aggregate over 12 inches
of compacted shale, rolled smooth and matching edge of paving, or
approved design recommended by PennDOT and acceptable to Supervisors.
(b)
Option B.
1)
Subbase: six inches of 2A crushed aggregate.
2)
Base: four inches of BCBC
3)
Surface: 1.5 inches of DD2 - wearing course.
4)
Shoulders: three inches of crushed aggregate over 12 inches
of compacted shale, rolled smooth and matching edge of paving, or
approved design recommended by PennDOT and acceptable to Supervisors.
(8)
Erosion Control. Require erosion and sediment pollution control
plan approval from the Centre County Conservation District.
(a)
All cut and fill slopes protected from erosion existing vegetation
or fertilized, mulched and seeded to perennial vegetation.
(b)
Culvert outlets rip rapped with course rock to prevent gullying.
B. Utility Occupancy Within Right-of-Way
(1)
Utilities located under ground permitted on road shoulders at
least three feet back from pavement edge.
(2)
Restoration after utility installation must follow 67 Pa. Code,
Chapter 459.
(3)
No open trench cutting across pavement for 10 years from date
of Township acquisition.
C. Inspection of Road Construction for Class A Road.
(1)
Gregg Township has the option to provide inspectors for any
or all phases of road construction to assure compliance with these
road and street standards. The expense will be borne by the developer.
(2)
All road locations must be approved by the Gregg Township Engineer
for stability. Expenses paid by the developer.
(3)
The road must be inspected and approved by PennDOT to receive
liquid fuels allocations should the road dedication be accepted by
the Township.
D. Class B Roads - Private Road, Private Driveway Access Easement (Not
to Be Offered for Dedication to the Township).
(1)
Entry to the street shall be at 60% minimum angle.
(2)
Width shall be 18 feet to 20 feet with the minimum curb radius
to be 18 feet.
(3)
Approach grade of drive shall not exceed 4% from 25 feet back
of curb.
(4)
No driveways shall enter a street within 100 feet of an intersection.
(5)
Alleys: none in residential areas.
(6)
All other construction specifications must meet those described
for special streets in the Centre County Subdivision and Land Development
Ordinance.
(7)
Gregg Township has the option to provide inspectors for the
portion of the road construction within the Township right-of-way.
The expense will be borne by the developer.
(8)
The standards for private roads and private dwelling access
easements shall be the same as the standards for private roads and
private driveway access easements.
(9)
Culs-de-sac are not prohibited on private roads and private
driveway access easements.
E. Shared Drive, Private Drive (Not to be Offered for Dedication to
the Township).
(1)
Entry to the street shall be at 60% minimum angle.
(2)
Width shall be minimum curb radius to be 12 feet.
(3)
Approach grade of drive shall not exceed 4% from 25 feet back
of curb.
(4)
No driveways shall enter a street within 100 feet of an intersection.
(5)
Alleys: none in residential areas.
