The purpose of this article is to implement a requirement for
all future municipal construction contracts with contractors and subcontractors
to adopt apprenticeship agreements, pursuant to the New York State
Labor Law.
The New York State Legislature passed legislation amending labor
laws to grant municipal entities the authority to require contractors
and subcontractors to include apprenticeship agreements in construction
contracts. Section 816-b of the New York State Labor Law reflects
the intent of such legislation.
The Village of Monticello is desirous of implementing Section
816-b of the Labor Law in the hopes of providing more opportunities
to Village residents in the form of employment and professional training.
The Village of Monticello hereby requires, pursuant to New York
Labor Law § 816-b, all contractors and subcontractors for
all public works projects in excess of $250,000 must have an approved
apprenticeship agreement pursuant to Labor Law § 816-b.
This provision shall not apply to contracts awarded under emergency
conditions as defined under the New York State Labor Law.
