Permitted telecommunication devices shall include telephones
and computers, which allow at a minimum two-way audio communication
between locations.
The Borough Council hereby authorizes the participation of Council
members at Council meetings by means of the aforementioned telecommunication
devices subject to the requirements herein.
In order to participate in a Council meeting by use of telecommunication
devices, a majority of the membership of Council must be physically
present at the advertised meeting within the Borough, and a quorum
must be established at the meeting.
If, after the convening of a meeting, a member has been disqualified
from voting, but is still physically present, Council members participating
by telecommunication devices shall be counted to maintain a quorum.
Council members may only be authorized to participate by telecommunication
devices under one or more of the following reasons:
A. Illness or disability of the member of Council;
B. Care for the ill or a newborn in the member's immediate family;
D. Family or business travel.
