The Board of Aldermen of the City of Portageville, Missouri, shall meet in regular session in the City Hall at 6:00 P.M. on the first Monday of each month and shall meet as needed in the City Hall at 6:00 P.M. on the third Monday of each month.
Special meetings may be called by the Mayor or by any two (2) members of the Board of Aldermen by written request filed with the City Clerk who shall thereupon prepare a notice of such special meeting in conformance with Chapter 120, Open Meetings and Records Policy, of this Code.
At the hour appointed, the Mayor, or in his/her absence the Acting President of the Board of Aldermen, shall call the Board of Aldermen to order, and the Clerk shall call the roll of members and announce whether or not a quorum is present. A majority of the members elected to the Board of Aldermen shall constitute a quorum. If a quorum not be present, a smaller number may lawfully adjourn the meeting from day to day until a quorum is present.

Whenever any member of the Board shall absent himself/herself from three (3) or more successive meetings of the Board without having a reasonable excuse for his/her absence, the Board may vote to remove said member as provided for in Section 115.030 of this Code.

A. 
After the minutes of the preceding meeting shall have been read and approved, business of regular meeting shall be disposed of in the following manner:
1. 
Roll call.
2. 
Reading and approval of minutes.
3. 
Introduction of proposed ordinances or resolutions.
4. 
Visitors.
5. 
Officer and Department reports.
6. 
Unfinished business.
7. 
New business.
8. 
Comments and reports from Aldermen.
9. 
Approval of bills for month.
10. 
Adjourn.
B. 
At special meetings, the order of business shall be as follows:
1. 
Message or statement from the Mayor or Mayor Pro Tem as to the cause of convening the Board in special session.
2. 
Consideration and disposition of the business mentioned in the Mayor's or President's message or statement.
3. 
Motion to adjourn.
C. 
Communications from the Mayor or President of the Board may be read at any time, but no business shall be taken up or considered until the class to which it belongs shall be declared in order.

Robert's Rules of Order shall govern the proceedings of the Board, except when otherwise provided by ordinance and any question arising thereunder shall be decided by the Mayor subject to appeal to the Board of Alderman by any member.
