The purpose of the Sustainability Advisory Board is to prioritize goals, develop programs, and recommend policy, legislation, and code amendments that encourage and contribute to the environmental, social and economic sustainability of the Village. Areas of advisement include, but are not limited to, energy conservation and alternative fuel use, waste reduction and recycling, preservation and development of open space, maintenance of the Village's tree canopy, alternative modes of transportation (including walking and cycling), stormwater quality improvement, water conservation, green building design, climate change mitigation and community resilience to natural disasters. The Sustainability Advisory Board, in development of its recommendations, shall consider all best practices and lessons learned from all other sources, including cities, towns and villages, in addition to financial sustainability and cost effectiveness.
A. 
There is hereby created a Sustainability Advisory Board, which shall consist of an odd number not less than five and not more than seven members, who will serve without compensation.
B. 
At least half of the members of the Sustainability Advisory Board shall be residents of the Village of Pelham.
C. 
The members of the Sustainability Advisory Board shall be appointed by the Mayor subject to the approval of the Village Board. The Chairperson shall be elected once yearly by a majority vote of the Sustainability Advisory Board.
D. 
The term of office of each member shall be two years; however, the first three members appointed to the Sustainability Advisory Board will serve terms of three years.
E. 
No member of the Sustainability Advisory Board shall serve for more than three consecutive terms.
A. 
The Sustainability Advisory Board shall meet at least every quarter, including an annual update meeting to the Village Board.
B. 
Any decision of the Sustainability Advisory Board requiring a vote shall be by majority vote.
C. 
For purposes of a vote, if there are five or less members of the Sustainability Advisory Board, three members shall constitute a quorum; if there are more than five members of the Sustainability Advisory Board, four members shall constitute a quorum.
If a member must miss a regularly scheduled meeting, he or she shall advise the Chairperson in advance and shall, at the discretion of the Chairperson, be recorded as "excused" for the meeting missed. In the event that a member is absent for three regularly scheduled meetings in any one calendar year, or without excuse for two consecutive meetings, the Chairperson shall notify the Mayor, and the member shall be, unless good cause shown, deemed to have resigned by the Village Board, and a replacement appointed for the balance of the term outstanding. By majority vote the Mayor and Village Board shall have the power to remove any member with or without cause. Vacancies shall be filled for the unexpired term of any member whose place has become vacant.
