All construction in the City shall comply with the requirements of Sections 319.200 through 319.207, RSMo., and any amendments thereto, relating to earthquakes and seismic construction requirements.

A. 
Except as hereinafter exempted in this Section, no wall, structure, building or part thereof shall hereafter be built, enlarged or altered within the corporate limits until a plan of the proposed work, together with a statement of the materials to be used, shall have been submitted in writing in duplicate to the Chief of the Fire Department (or other designated official), who shall, if in accordance with the provisions herein contained, issue a permit for the proposed construction. The permit herein required shall be made in duplicate and in such form as may be adopted by a resolution of the Board of Aldermen and one (1) copy thereof shall be kept on file in the office of the City Clerk.
B. 
Ordinary repairs and minor alterations not involving any change in major structural parts such as walls, beams, girders, chimneys and flues and involving a cost of not more than one hundred dollars ($100.00) or erection of detached outbuildings outside the fire limits (such as sheds, chicken houses and one-car private garages) costing not more than one hundred dollars ($100.00) or minor changes or repairs in electrical wiring or equipment shall not require the issuance of a permit.
C. 
No building shall be moved until a permit has been obtained from the Chief of the Fire Department (or other designated official) and such official shall not issue such permit if in his/her judgment the proposed new location would seriously increase the fire hazards of the surrounding buildings.
D. 
When any wall, structure, building or part thereof shall be constructed within the corporate limits without a permit or contrary to the provisions of this Chapter, it shall be taken or torn down or removed and the expense incident thereto shall be recovered of the owner of said property by a suit in a court of competent jurisdiction.
E. 
No building permit shall be issued until such time that all water and sewer connection taps as indicated on the plan of the proposed work have been installed and approved.

F. 
No building permit for residential buildings shall issue until such time that all water and sewer connection taps as indicated on the plan of the proposed work have been installed and approved.

A. 
New Construction. A building permit which includes plumbing, electrical and mechanical will require a fee of ten cents ($0.10) per square foot with a minimum charge of twenty dollars ($20.00).
B. 
Accessory Structures. A building permit for accessory structures including, but not limited to, swimming pools, storage buildings, outbuildings and fences shall follow the below schedule based on building value:

C. 
All increases in fees or any new fees provided by this Section are user fees and the amounts of any increase or the amount of any new fee is calculated to offset the cost to the City of providing these services to the users thereof.

A. 
Regulations Regarding Numbers On Residences. The dwellings and other places of residence in the City of Portageville, Missouri, shall be numbered according the rules and regulations which are hereby adopted. All building numbers, whether Arabic, script or of some other readable form, shall be of sufficient size so as to be visible from the street that the residence faces.
B. 
Owner To Post Number. It shall be the duty of the owner of each dwelling fronting on a public street to keep and maintain the number of such dwelling at a place where it shall be clearly visible from such street in conformity with the provisions of these regulations.
