A. 
The practice of going in and upon private residences in the City of Portageville, Missouri, by solicitors, peddlers, hawkers, itinerant merchants or transient vendors of merchandise not having been first requested or invited so to do by the owner or owners, occupant or occupants of said private residences for the purpose of soliciting orders for the sale of goods, wares, merchandise, periodicals, magazines, tracts and publication and/or disposing of and/or peddling or hawking the same is declared to be a nuisance and punishable as such nuisance as hereinafter provided.
B. 
Any person or persons violating any of the provisions of Subsection (A) of this Section shall be deemed guilty of an offense and upon conviction thereof shall be fined as set out in Section 100.220 of this Code.
C. 
The Police Department of the City of Portageville, Missouri, is hereby required and directed to suppress the same and to abate any such nuisance as is described in Subsection (A) of this Section.
D. 
The provisions of Subsections (A) through (D) do not apply to persons employed by or representing any established merchant, business, firm or corporation located and regularly doing business in the City of Portageville, Missouri, or to farmers selling any food items raised or produced by themselves or to permanently establish residents who have resided in the City of Portageville, Missouri, sixty (60) days and in the State of Missouri more than one (1) whole year.
E. 
Regulations Of Peddlers On Streets.
1. 
Any person, company or corporation who operates upon the streets, alleys or avenues of the City of Portageville, Missouri, or within its corporate limits a vehicle of what ever kind or nature for the purpose of peddling merchandise, vegetables or fruits or produce upon or through the streets, alleys or avenues of said City without first having obtained a license to do so shall be deemed guilty of an ordinance violation and shall be fined as set out in Section 100.220 of this Code; provided, further, that this Subsection does not apply where the products are of his/her own labor or raised on his/her own soil or manufactured by said person.
2. 
The license fee for peddlers is as set out in Section 605.120(A)(88).
3. 
No person, company or corporation who shall obtain a license to peddle merchandise, vegetables, fruits or produce of whatever kind or nature upon or on the streets, alleys or avenues of the City of Portageville will be allowed to stop thereon at a greater period of time than ten (10) minutes at any one (1) place.
4. 
The provisions of this Article does not apply to trucks, wagons or vehicles who are engaged in the transfer business delivering goods, wares and merchandise to retail houses within this City.

No peddler, huckster, hawker, vendor, merchant or any person soliciting contributions shall conduct that activity in the public streets, intersections or medians, nor shall such person have a stationary location or operate in any congested area where the operations might impede or inconvenience the public. This Section shall not apply to the commercial selling of newspapers on sidewalks.
