No dealer, vendor, merchant, vendor of produce of any kind or
person engaged in an occupation of any kind shall sell or offer for
sale on the streets or sidewalks in the business section of this City
any things, articles, produce of any kind, goods, wares, merchandise
or thing or things whatsoever, except that marketable merchandise
may be displayed and sold on the sidewalks of the business section
from 6:00 A.M. to 6:00 P.M., inclusive, so long as the display does
not impede normal foot traffic on the sidewalk where displayed.

A. Hereafter, it shall be unlawful for any person to exhibit within the City of Portageville, Missouri, any circus, minstrel show, carnival, theatrical show or other itinerant show of any kind during the dates of the holding of the annual Soybean Festival in this City and for fifteen (15) days prior thereto. No circus, minstrel show, carnival, theatrical show or other itinerant show of any kind shall be held at any time unless said show is sponsored by a charitable, fraternal, religious, service, veterans or other non-profit organization which has its principal meeting place, office or place of business in the City of Portageville. Any person violating this Subsection shall be deemed guilty of an unlawful act and upon conviction thereof shall be fined as set out in Section
100.220 of this Code.
B. Hereafter, it shall be unlawful for any person to engage in the business
of peddling circus novelties or novelties of any kind or any other
goods or merchandise upon the streets and sidewalks of this City.

No auto wrecking or junkyard shall be established, maintained
or operated within view of any public street in the City unless such
auto wrecking yard or junkyard is screened from view by tight board
or other screen fence in good repair, not less than ten (10) feet
high or of sufficient height to screen the wrecked or disabled automobiles
or junk kept therein from the view of persons using the public streets
on foot or in vehicles in the ordinary manner.

A. Defined. A lumberyard or woodyard shall be construed to mean and
shall include any lumber or wood kept or stored for sale either under
sheds or in buildings or outside of sheds and buildings for sale but
shall not be construed so as to prohibit lumber and wood kept or stored
on private premises for home consumption.
B. Permit Required. It shall be unlawful for any person, firm or corporation
to keep or maintain or suffer or permit to be kept or maintained within
the limits of the City of Portageville, Missouri, any lumberyard or
woodyard without first having obtained from the Board of Aldermen
of said City of Portageville a permit to do so.
