As used in this article, the term "sidewalk" shall have the meaning indicated, unless a different meaning clearly appears from the context:
SIDEWALK
Portion of a street between the curblines, or the lateral lines of a cartway, and the adjacent property lines, intended for use by pedestrians; and also included within the definition is an area of two feet surrounding any fire hydrant.
Every person in charge or control of any building or lot of land fronting or abutting on a sidewalk located on the streets as identified within Schedule A attached hereto, which said schedule may be amended from time to time by the Hilltown Township Board of Supervisors by resolution, whether as owner, tenant, occupant, lessee, or otherwise, shall remove and clear away or cause to be removed or cleared away, snow and/or ice from a path of at least 30 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land; and also from an area of two feet surrounding any fire hydrant.
A. 
Except as provided in Subsection B hereof, snow and ice shall be removed from sidewalks within 24 hours after the cessation of any fall of snow, sleet or freezing rain.
B. 
In the event snow and/or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection A hereof, cause enough abrasive material to be put on the sidewalk to make travel reasonably safe; and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least 30 inches in width.
A. 
In the event of the failure of any person to clear away or treat with abrasives and subsequently clear away any snow and ice from any sidewalk as provided in this article, or cause this to be done, the Township Manager, as soon as practical after the failure, shall cause this work to be accomplished.
B. 
Each person, whose act or omission makes it necessary that the Township shall cause work to be done in accordance with this section, shall be liable to the Township for the costs of such work plus an administrative fee of 10% of said cost. It shall be the duty of the Township Manager or other appropriate Township official to sue for such costs and penalties; and it shall be the duty of the Solicitor to assist in the bringing of said suit.
No person shall deposit or cause to be deposited any snow or ice on or immediately next to a fire hydrant or on any sidewalk or roadway, except that snow and ice may be mounded by the Township of Hilltown on public cartways incident to the cleaning thereof or mounded on curbs incident to the clearing of sidewalks.
Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not more than $600, and costs, and in default of payment, to imprisonment for a term not to exceed 30 days. Each day that a violation continues shall constitute a separate offense.
All articles or parts of articles which are inconsistent herewith are hereby repealed. The following articles or parts thereof are specifically repealed.[1]

If any sentence, clause, section, or part of this article is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this article. It is hereby declared as the intent of Hilltown Township that this article would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein.
This article shall become effective on March 2, 2007.
