There is hereby created a Westfield Housing Commission. Such
Commission shall be responsible for:
(a) Providing status reports to the Municipal Housing Liaison in June
and December of each calendar year, as to their efforts to fulfill
their responsibilities identified in this article;
(b) Being familiar with the Town's Housing Element and Fair Share Plan,
Town affordable housing regulations, and Town affordable housing obligations
identified therein;
(c) Compiling and maintaining a list of nonprofit housing developers
who can potentially assist with the goal of providing affordable housing;
and
(d) Holding an annual meeting, for which it will invite local and regional
nonprofit affordable housing organizations to share ideas and make
proposals to assist the Town in meeting any unmet needs under its
affordable housing obligations.
(1) Seeking
the assistance of the Housing and Community Development Network of
New Jersey and like advocacy groups when organizing and hosting the
annual meeting.
(2) Providing
a written report, by December 1 of each year, to the Municipal Housing
Liaison, summarizing the efforts taken to hold the annual meeting,
results of the annual meeting (including contacts made and interest
garnered), and any next steps identified by the Commission.

The Westfield Housing Commission shall consist of five regular
members and two ex-officio members. The five members shall be appointed
by the Mayor subject to Council confirmation, and shall serve calendar
year annual terms. The two ex-officio members shall be the Town's
delegates to the multijurisdictional housing rehabilitation task force.
If possible, the commission shall include members from the West Broad
Street neighborhood, the Windsor Avenue-Cacciola Place neighborhood,
the Madison Avenue neighborhood, and the Downtown Westfield neighborhood.
The Mayor shall annually designate the chairman of the commission
from among the five regular members of the commission. All seven members
of the commission shall serve without compensation.
