(a) 
The Mayor or Town Administrator, subject to the approval of commissioner of transportation, may, from time to time, promulgate regulations to provide for the closing of any street or portion thereof to motor vehicle traffic, on any day or during specific hours on any day, whenever he finds that such closing is necessary for the preservation of the public safety, health or welfare.
(b) 
Any regulations promulgated hereunder shall provide for the posting of proper warning signs or notices of such special regulations at appropriate locations in any streets, portions thereof, parking lots or areas during the time that the same shall be affected by such regulations. Penalty for violation of such special regulations shall be as hereinafter provided in this article.

Whenever any words and phrases are used in this chapter, the meaning respectively ascribed to them in Subtitle 1 in Title 39 of the Revised Statutes, shall be deemed to apply to such words and phrases used herein.

(a) 
Except as set forth in Subsections (b) through (e) below, unless another penalty is expressly provided by New Jersey Statutes, every person convicted of violating any section of this chapter shall be liable for a penalty of $50.
(b) 
Unless another penalty is expressly provided by New Jersey Statutes, every person convicted of violating any parking ordinance under this chapter regulating metered parking shall be liable for a penalty of $32.
(c) 
Unless another penalty is expressly provided by New Jersey Statutes, every person convicted of violating any provision of § 13.6 (related to snow removal) of this chapter shall be liable for a penalty of $150, in addition to any costs of the removal and storage of any unoccupied vehicle parked on the street.
(d) 
Unless another penalty is expressly provided by New Jersey Statutes, every person convicted of unlawfully parking in a handicapped parking space shall be subject to a fine of $250, and for each subsequent offenses, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
(e) 
Unless another penalty is expressly provided by New Jersey Statutes, every person convicted of violating § 13-35.4 (related to skateboards, roller skates or roller blade skates) shall be subject to a fine of $100.
